Full time (37 hours per week) and Permanent
Starting salary will be £34,520 per annum

We are delighted to be recruiting for a Community Housing Officer to join our Housing Team at Bron Afon Community Housing.
We are seeking a resilient and dedicated individual with a strong work ethic, who thrives in a fast-paced and demanding environment. The successful candidate will be able to manage emotionally challenging situations with professionalism, demonstrating the ability to remain composed under pressure and to maintain personal wellbeing by effectively switching off at the end of the working day. This role requires someone who can confidently transition between providing empathetic customer support and undertaking enforcement action where necessary.
You will bring a passion for delivering high-quality, person-centred services. The role involves responsibility for all aspects of tenancy management, including community strategy delivery, new tenancy sign-ups, anti-social behaviour case management, and rent management. You will be committed to working collaboratively with customers to help sustain their tenancies and achieve positive outcomes.
As a key presence within our communities, you will build and maintain strong relationships with customers and partner agencies. You will be an effective communicator, with the ability to negotiate, influence, and drive meaningful improvements in both individual cases and wider service delivery.

About the role
As a Community Housing Officer, you will deliver excellent holistic housing management services, including income recovery, voids and lettings, tenancy management, anti-social behaviour and property condition management, supporting customers to sustain tenancies and improve wellbeing.
You will ensure services align with our strategy, values and culture, taking a preventative approach to meeting the needs of customers and communities. Manage and monitor tenancies, identifying customer needs and coordinating support through internal and external services. Build and maintain local partnerships to develop sustainable housing, customer and community solutions. Contribute to continuous service improvement, delivering positive customer outcomes, increased independence and resilience, while maximising income, enhancing value for money and strengthening organisational reputation.

Core services will include:
- Ensuring great customer experience
- Rent collection and arrears management
- Voids management and turnover in the community
- Tenancy management and ensuring customers appreciate their rights and responsibilities
- Managing and investigating reports of anti-social behaviour (ASB)
- Management of property conditions

Qualifications, Knowledge and Understanding
Essential / Desirable
- Knowledge of relevant housing legislation and tenancy management approaches and practices.
- Insight into the context of social housing, our funding and the difficulties we face in maximising our positive impact on the regeneration of communities.
- Evidence of continuing development through membership of professional bodies, training, and achieving of relevant qualifications.
- Have or working towards recognised housing qualification.
Experience
Essential / Desirable
- Experience of working in a service area that is customer focused, ideally in a housing management or related context.
- Experience of guiding and contributing to effective service provision and able to demonstrate the ability to use your own initiative with minimal supervision.
- Proven track record of establishing and working in partnership to deliver positive outcomes.
- Experience of working with and effectively involving tenants and residents in the development and improvement of services and communities.
- Experience of delivering projects and innovative solutions to encourage the development of sustainable communities.

Additional requirements
Essential / Desirable
- The post holder will be a car driver or someone who can travel effectively and in a timely fashion throughout Torfaen.
- The ability to speak Welsh would be highly beneficial for this role.
- DBS
The successful candidate will need a standard DBS check which we will arrange for you.
Work4 pilot
We are currently running a pilot of working a 4-day week (4DW). This is extended until end of October 2026. The pilot will then be reviewed by our board, before making a decision to extend or be made permanent.
