Flint Housing is a for-profit registered provider of social housing headquartered in London. Founded in 2020 by Stephen Stone, former CEO of Crest Nicholson, and William Rucker, former Chair of Lazard UK, we support the delivery of new build, high-quality affordable housing across England.
With an investment capacity of over £1 billion through the partnership with investment funds managed by Morgan Stanley Real Estate Investing (“MSREI”) and as an Investment Partner to the Greater London Authority, Flint Housing has been developing a pipeline of forward funded and forward purchase schemes across England within and outside of the s106 framework by working in partnership with large and SME housebuilders.

About The Compliance & Building Safety Manager Role
This is a new role and an opportunity for someone to play a direct and critical role in ensuring our residents’ safety and wellbeing by further developing a best-practice, technology-driven, health & safety function, focusing on property compliance and building safety.
As an organised, hands-on professional, you will own the building safety and compliance function end-to-end. You will work in our small but active team to shape, implement and embed robust policies, strategies, systems and plans to ensure we meet our obligations as a registered provider of social housing and our properties, many of which will be high risk buildings (HRBs), meet all relevant safety requirements.
Reporting to the CEO, you will be a credible, trusted voice internally, someone who can translate complex requirements and data into clear actions and give leadership confidence that Flint Housing is always meeting its obligations.
Because this is a small organisation with significant growth ambitions, the role carries real scope for progression as the team and portfolio expands.
Key responsibilities
- Lead and manage building safety and compliance across our occupied housing portfolio, ensuring full compliance across landlord’s statutory and regulatory obligations
- Develop and implement robust policies, strategies, systems, and operational plans to ensure full compliance through best practice
- Proactively work with external housing and estate / block management partner teams and their systems to set up and monitor a programme of scheduled compliance events and to share and collect all necessary data and certifications
- Lead procurement and contract management activity relating to statutory compliance services
- Maintain detailed oversight of all compliance areas including fire safety, gas, electrical, lifts, asbestos, and legionella, as well as damp & mould and other health & safety / compliance related inspections
- Monitor and approve, in conjunction with external partners, remedial compliance actions that may be required
- Manage the Golden Thread of information across all higher risk buildings
- Track all compliance-related key performance indicators at the unit and aggregate level, produce detailed performance data and reports for the Executive Leadership Team, the Board and other stakeholders
- Provide expert guidance and advice to residents, senior stakeholders and external partners, working closely with the housing management team to further support resident safety through provision of information and compliance focused resident events
- Embed a positive safety culture and liaise with external bodies including the HSE, London Fire Brigade, contractors, and regulatory stakeholders as necessary
- Stay current on developments in building safety legislation, RSH regulation, and housing compliance best practice, and advise on the implications for Flint Housing
- Play an active role in the wider team, contributing beyond the strict boundaries of this job description in the way that everyone in a small, ambitious organisation is expected to do

Key skills
- Demonstrable experience within housing property, asset management, or development environments
- Strong operational and strategic leadership experience and extensive knowledge of housing compliance and statutory building safety requirements
- Strong understanding of the Building Safety Act 2022 and landlord compliance obligations
- Experience managing health & safety and compliance functions within complex structures
- Experience overseeing compliance areas including fire, gas, electrical, asbestos, lifts, and legionella
- Proven leadership and management capability but very much focused on the detail; being able to work at the individual ‘certificate’ level through to strategic oversight
- Experience of working with regulators, residents, third party managers and contractors, and senior stakeholders
- Excellent analytical, communication, and report-writing skills
- The ability to influence, advise, and drive cultural change across services
- A proactive and logical mindset and ambition to get stuck-in

Qualifications (beneficial)
- Chartered membership of a recognised professional body such as IOSH
- Health & Safety Degree, NEBOSH Diploma or Certificate in Fire Safety, an IFE Certificate in Fire Safety or equivalent qualification
