Role Purpose

The Compliance Delivery Manager is responsible for the management and delivery of fire safety compliance programmes across a large UK property portfolio, ensuring fire safety risks are identified, assessed, prioritised and managed in accordance with legislative requirements and recognised industry standards.

The role acts as the SME for fire safety compliance activities across an estate of over 600 properties, managing the annual Fire Risk Assessment programme, coordinating appointed fire risk assessment providers and reviewing assessment outputs to ensure findings are proportionate, evidence-based and aligned to current UK fire safety legislation and guidance, including the Regulatory Reform (Fire Safety) Order 2005 and PAS 79 methodologies.

Working closely with client stakeholders, facilities management teams, consultants and contractors, the Compliance Delivery Manager will oversee the remediation and closure of fire safety actions, support risk-based decision making and maintain robust governance and reporting arrangements. The role also has responsibility for associated fire safety compliance activities, including fire door survey programmes, remediation strategies and other compliance workstreams as directed.

The successful candidate will possess a strong understanding of UK fire safety legislation, fire risk assessment principles and practical fire safety management. They will be capable of critically reviewing technical reports, challenging disproportionate recommendations, making informed risk-based decisions and communicating clearly with both technical and non-technical stakeholders.

Key Responsibilities

Fire Safety Compliance Management

  • Manage the annual Fire Risk Assessment programme across a portfolio exceeding 600 properties.
  • Act as the primary point of contact for appointed fire risk assessment providers.
  • Review assessment outputs and ensure findings are proportionate, evidence-based and aligned to current legislation and guidance.
  • Support risk-based decision making and management of fire safety risks.

Fire Safety Improvement Programmes

  • Manage fire safety remediation programmes arising from assessments, surveys and compliance reviews.
  • Oversee fire door inspection programmes and remediation strategies.
  • Support delivery of other fire safety and compliance initiatives as directed.

Contractor and Stakeholder Management

  • Manage relationships with fire risk assessors, consultants, contractors and internal stakeholders.
  • Monitor delivery performance, quality and compliance with agreed standards.
  • Escalate risks, issues and performance concerns where appropriate.

Governance and Assurance

  • Maintain accurate records, compliance data and supporting evidence.
  • Produce reports and management information for client and internal governance forums.
  • Support audits, assurance reviews and compliance reporting requirements.

Continuous Improvement

  • Identify opportunities to improve fire safety management processes and compliance outcomes.
  • Share knowledge and contribute to the development of consistent working practices.

Essential Knowledge, Skills and Experience

  • Foundation Fire Risk Assessor qualification or equivalent demonstrable competence.
  • Professional membership of the IFSM, IFE or equivalent professional body.
  • Knowledge of UK fire safety legislation and guidance, including the Regulatory Reform (Fire Safety) Order 2005.
  • Understanding of fire risk assessment methodologies, particularly PAS 79.
  • Experience managing FRA programmes, fire safety compliance activity or related risk-management programmes.
  • Ability to review Fire Risk Assessments critically and challenge findings where appropriate.
  • Experience managing specialist contractors, consultants or fire risk assessors.
  • Strong stakeholder management, governance and reporting skills.

Desirable Knowledge, Skills and Experience

  • Experience managing fire door inspection and remediation programmes.
  • Experience within banking, corporate real estate, retail or multi-site property portfolios.
  • Knowledge of wider compliance disciplines such as water hygiene, asbestos, DSEAR, environmental compliance or building surveys.
  • Experience producing management reports, governance packs, client updates or business cases.
