About the Role
This position supports the Senior Compliance Manager in ensuring Birmingham City Council meets its statutory health and safety obligations as a responsible landlord. The role focuses on enhancing the safety of residents, maintaining property compliance, and improving overall stock condition.
As part of a small, professional compliance team, responsible for technical services (including asbestos, electrical, gas, fire, mechanical, and water hygiene), your work will provide senior management with assurance that statutory compliance requirements across residential stock are effectively managed.
Your work will involve:
- Supporting a Compliance Manager in delivering robust programmes, plans, and monitoring.
- Managing contractors through effective performance frameworks tailored with key performance indicators (KPIs).
- Ensuring compliance is upheld via management surveys, reinspections, ongoing maintenance, and post-work inspections.
- Contributing to industry best practices by offering high-quality asset management services.
- Fostering a trust-based culture that supports high performance.

Key Responsibilities
- Assist in maintaining up-to-date stock data and ensuring accurate programme delivery.
- Drive compliance assurance by reviewing evidence, monitoring contractors, and tracking KPIs.
- Collaborate on compliance surveys and inspections to verify risks are mitigated and standards maintained.
- Ensure all activities are evidence-based, with clear reporting to senior managers.
- Support the Council in achieving excellence in asset management.
- Work with cross-functional teams to strengthen compliance systems.
Requirements

Essential:
- Familiarity with UK statutory compliance regulations (e.g. **Building Regulations, Fire Safety Orders, Environmental Health).
- Experience in property or asset management (preferably within local government or housing).
- Strong organisational skills with the ability to manage multiple tasks efficiently.
- Analytical and problem-solving mindset for reviewing and resolving compliance gaps.
- Excellent written and verbal communication skills to present compliance status effectively.
- Computer literacy (stock systems reporting tools and standard office software).

Desirable:
- Confirmatory courses in housing/property compliance (e.g. Chartered Institute of Building Services Engineers (CIBSE) Member status, IVAR qualifications).
- Experience with statutory inspections (electrical gas, fire safety, asbestos).
- Knowledge of risk management frameworks and KPI tracking.
