Compliance Officer
Compliance Officer – Temporary Accommodation
Permanent Grade C – £35,412 – £44,075 (Consultation grade, subject to formal evaluation under the Equal Pay Programme) Working 36.5 hours per week
About The Role
Birmingham City Council is seeking skilled and motivated individuals to join the Housing Service in the role of Compliance Officer.
This key operational role supports the delivery of building compliance and safety across the Council’s housing portfolio, including Temporary Accommodation and wider residential stock.
You will contribute significantly within a high-scaling service, helping manage safety, compliance, and asset performance across a large and diverse property portfolio. Your focus will be on strengthening compliance, improving oversight, and ensuring statutory and regulatory requirements are met as services grow and develop.
As part of a developing compliance function, you will support the delivery of high-quality asset management services, ensuring buildings are:
- Safe
- Compliant
- Effectively managed
Your responsibilities will span key compliance areas, including:
- Fire safety
- Gas
- Electrical
- Water hygiene
- Asbestos
- Damp and mould
This is an exciting opportunity to work in a high-impact service, ensuring resident safety and improving housing standards across the city.
What You Will Be Doing
This operational role requires you to fulfil the following responsibilities:
- Support the delivery of compliance programmes across the housing portfolio, ensuring all statutory and regulatory requirements are met and upheld
- Maintain and monitor compliance data, certification records, and safety information, ensuring accuracy and effective oversight
- Identify, report, and support the resolution of areas of non-compliance, helping develop improvement plans
- Support contract management and monitor contractor performance, ensuring compliance work is delivered to required standards
- Assist in planning and delivering compliance programmes, including:
- Inspections
- Servicing
- Maintenance activities
- Collaborate with internal teams, contractors, and partners to ensure effective delivery of compliance services
- Support audits and ensure all compliance activities meet governance and assurance standards
- Engage with residents to ensure compliance activities are understood and promote safety awareness
- Contribute to service improvement activities, including:
- Developing systems
- Enhancing processes
- Supporting digital solutions
- Support performance monitoring and reporting, ensuring compliance services work efficiently without exceeding budgets

Experience within:
- Housing asset management
- Compliance
- Property sector
- Related regulatory fields
Compliance Knowledge:
A solid understanding of:
- Building compliance
- Safety legislation
- Regulatory requirements
Technical Regions:
Specialist knowledge of one or more compliance areas, such as:
- Fire safety
- Gas safety
- Electrical safety
- Water hygiene
- Asbestos management
- Damp and mould issues
Working Relationships:
Experience supporting:
- Contractors
- Delivering compliance delivery programmes
Analytical Skills:
Strong ability to:
- Interpret data and risk patterns
- Identify performance issues

Working Arrangements
These roles operate under hybrid working policies, with onsite attendance for face-to-face meetings as required by service needs.
