Compliance Officer

Health & Safety Compliance Officer

Permanent | Grade C (£35,412 - £44,075) | 36.5 hours per week Consultation grade (subject to evaluation under the Equal Pay Programme)

Birmingham City Council is seeking an experienced Health & Safety Compliance Officer to support the Senior Compliance Manager in ensuring statutory health and safety obligations are met as a responsible landlord. This role will drive improvements in safety, compliance, and stock condition while delivering technical services across asbestos, electrical, gas, fire, mechanical, and water hygiene inspections.


About the Role

You will work as part of a small, professional team, providing senior management with assurance that statutory compliance requirements are efficiently managed across residential stock. Under direction from a Compliance Manager, your responsibilities will include:

  • Supporting the development of robust compliance programs and monitoring plans based on accurate stock data.
  • Ensuring effective contractor management and monitoring of key performance indicators (KPIs) for measurable results.
  • Assisting with management surveys, reinspections, ongoing management, and post-work inspections.
  • Maintaining demonstrable compliance standards through quality data and evidence.
  • Contributing to industry-leading compliance standards by delivering high-quality asset management.
  • Fostering a trustworthy, supportive, and high-performing working culture.

Key Responsibilities

  • Compliance Assurance
    • Oversee adherence to statutory health and safety regulations across all housing stock.
    • Maintain accurate records through stock data and inspection evidence.

  • Survey & Inspection Support

    • Assist in planning, executing, and analyzing the results of management surveys, reinspections, and post-work assessments.
    • Ensure contracted inspections meet regulatory and council standards.
  • Contractor Oversight

    • Collaborate with contractors to enforce compliance through monitoring and performance tracking.
    • Identify and address non-compliance risks to prevent safety hazards.
  • Performance & KPI Tracking

    • Report on compliance KPIs and provide recommendations for continuous improvement.
    • Help establish clear metrics to measure safe, efficient maintenance of properties.
  • Risk & Improvement Culture

    • Advocate for proactive safety enhancements alongside proactive damage-limit measures.
    • Contribute to a culture where high performance and integrity are prioritised.

Person Specification

Essential:

  • Proven experience in health and safety compliance within a housing or landlord context.
  • Knowledge of relevant statutory regulations (e.g., fire safety, asbestos management, gas safety, electrical safety, water hygiene).
  • Familiarity with stock management systems for inspections and data compliance tracking.
  • Strong analytical and problem-solving skills with attention to detail.
  • Ability to work independently with minimal supervision while collaborating in a team.
  • Excellent communication and reporting abilities to support senior stakeholders.

Desirable:

  • Qualifications in relevant compliance fields (e.g., NEBOSH, CIEM, or related certifications).
  • Experience with asset management software or similar systems.
  • Understanding of Birmingham City Council’s safeguarding policies (stated in the council’s commitment section below).
