Compliance Officer

Compliance Officer – Building Compliance & Safety

Grade C- | £35,412 - £44,075 Permanent | 36.5 hours per week Hybrid working (based on service needs) Birmingham City Council

Consultation grade – subject to formal evaluation under the Equal Pay Programme.


About the Role

Birmingham City Council is seeking skilled and motivated individuals to join the Housing Service as Compliance Officers. This operational role involves supporting building compliance and safety across the Council’s housing portfolio, including Temporary Accommodation and wider residential stock.

You will operate within a high-scale service, contributing to the management of safety, compliance, and asset performance across a diverse housing portfolio. Strengthening compliance, refining oversight, and ensuring adherence to statutory and regulatory requirements are critical priorities as services continue to expand.

As part of a developing compliance function, you will support high-quality asset management, ensuring all buildings are safe, compliant, and effectively managed. This includes oversight of areas such as:

  • Fire safety
  • Gas safety
  • Electrical compliance
  • Water hygiene
  • Asbestos management
  • Damp and mould

This role offers an exciting opportunity to directly impact resident safety while improving housing standards across the city.


Responsibilities

In this operational role, you will:

  • Support compliance programmes to ensure all statutory and regulatory requirements are met across Birmingham’s housing stock.
    • Maintain and monitor compliance data, certification records, and safety information for accuracy and effective oversight.
    • Identify, report, and assist in resolving areas of non-compliance, contributing to remediation plans and improvement strategies.

  • Manage contract performance to ensure compliance work is delivered to the required standards.

    • Monitor contractor compliance and support their delivery of inspections, servicing, and maintenance activities.
  • Assist in planning and delivering compliance activities, including:

    • Coordinating inspections, diligence visits, and maintenance schedules.
    • Collaborating with internal teams, contractors, and partners to ensure seamless compliance delivery.
  • Support audits and compliance governance to meet governance and assurance standards, ensuring full regulatory compliance.

  • Engage with residents to communicate compliance activity, promote safety awareness, and address concerns.

  • Contribute to service improvements, such as:

    • Developing process and system enhancements and assessing digital solutions for efficiency.
    • Supporting performance monitoring and reporting to ensure cost-effective and effective compliance services.

Requirements

We are looking for confident, detail-oriented professionals with the ability to thrive in a regulated, fast-paced environment. Successful candidates must demonstrate experience and aptitude in the following areas:

Essential Criteria

  • Prior experience in housing asset management, compliance, property maintenance, or a related field.
  • Technical knowledge of building compliance, safety legislation, and regulatory requirements.
  • Specialist skills in at least one key compliance area, such as:
    • Fire safety
    • Gas and electrical safety
    • Asbestos management
    • Damp & mould remediation
  • Contractor engagement experience, including vendor oversight and quality assurance processes.
  • Strong analytical skills, with the ability to:
    • Interpret compliance data to identify risks or performance issues.
    • Maintain accurate records and documentation.
  • Clear communication skills, including the ability to:
    • Explain technical and complex information to non-specialist stakeholders.
    • Build effective working relationships with teams, contractors, and residents.
  • Excellent organisational abilities, with the flexibility to:
    • Manage competing priorities and meet tight deadlines.
    • Use IT systems for compliance tracking and reporting.
  • A proactive approach to safety, compliance, and continuous improvement.
