Construction Development Surveyor – New Housing Delivery
About Bristol’s Housing Delivery Mission
Bristol City Council is delivering one of the largest affordable housing programmes in decades. With demand far exceedingly supply and a rapidly growing population, the Council is prioritising:
- High-quality council homes (mostly social rent, with Shared Ownership options)
- New-build residential projects (5–30 dwellings)
- Commerical and residential-led community works
The role focuses on direct delivery of new council homes on council-owned land, as well as the acquisition of homes from the market.
The Role
A permanent full-time position in the Housing Delivery Team, based in Bristol citywide, tasked with:
Primary Responsibilities
- Oversee construction projects with planning consent already secured
- Appoint construction contractors through tendering and evaluation processes
- Manage on-site delivery (traditional or Modern Methods of Construction, MMC)
- Monitor contracts for cost, programme, quality, and scope compliance
- Ensure high design standards + risk mitigation for public housing outcomes
- Work across enabling works (e.g. demolition) and residential build phases
- Collaborate multi-disciplinarily (contractors, planners, construction teams, stakeholders)

Who We're Looking For
Essential Criteria
- Proven project management experience in construction/housing development
- Hands-on contractor oversight including procurement, tendering, and contract administration
- Strong technical knowledge of construction methods + modern build techniques
- Ability to manage risks, budgets, and timelines to completion
- Qualification in Surveying, Project Management, or related construction field (or equivalent industry experience)
- Health & Safety certification/awareness capable of formulating workplace policy
- Practical experience with Planning, Building Control, and regulatory compliance
- Conflict resolution & negotiation skills for cross-team delivery
Desirable
- Experience working with social housing commissions and councils
- Familiarity with Modern Methods of Construction (MMC)
- Knowledge of disability/housing needs integration in new builds
Soft Skills
- Strong relationships and stakeholder liaison skills
- Ability to empower teams and foster collaboration across disciplines
- Proactive approach to de-risking projects and resolving delays
