Job Description: Construction Engineer
Role Purpose
The Construction Engineer ensures the safe, compliant, and precise execution of projects from pre-construction to practical completion, with a focus on:
- CDM regulations
- NEC contract requirements
Key responsibilities include:
- Conducting practical constructability reviews during the pre-construction design phase.
- Overseeing inspections and on-site physical witnessing during construction.
- Specialised assessment of electrical works in road and infrastructure projects.
- Strategic coordination with OPS teams to implement safe and cost-effective solutions aligned with project standards.
- Providing engineering supervision for construction activities to ensure compliance with:
- Design requirements
- Health and safety standards
- Asbestos management
- Temporary works processes
The Construction Engineer is accountable for:
- Final construction reviews
- Sign-off on work completion
- Ensuring the health and safety file accurately documents the project.
The role operates independently of framework contractors, prioritising design adherence, specifications, and procedures set by CP/CPS. Availability for weekend and night work as necessary.
Principle Accountabilities
As the delegated NEC Supervisor for M25 Community projects, you will:
Supervision & Contract Compliance
- Develop and submit the Supervision Plan, including supervision expertise, testing requirements, certification, and any HSW (Health & Safety at Work) or programme enhancements.
- Perform duties as a NEC Supervisor (ECC 3 & 4) per contract terms.

Technical & Design Review
- Review and evaluate electrical designs and installations (e.g., street lighting, traffic signals, power distribution systems).
- Ensure compliance with international and UK electrical safety standards, codes, and regulations.
- Collaborate with electrical engineers, contractors, and stakeholders to optimise power systems.
- Identify conflicts between civil and electrical designs, proposing solutions.
On-Site Monitoring & Auditing
- Inspect and audit electrical work to confirm quality and safety.
- Issue NEC Instructions to contractors (only out-of-hours) and inform the Project Manager the following day.
- Review of Health & Safety File to ensure its alignment with as-built conditions.
- Review Construction Phase Plans when representing the Client Principal (CP).
Constructability & Delivery
- Address design queries and placeholder solutions based on constructability (focusing on safety and quality).
- Review Inspection & Testing Plans, agreeing witnessing requirements.
- Witness and document on-site testing, commissioning, and defect identification.
- Monitor project progress and risks, providing updates to the Client Project Manager.
Records & Reporting
- Maintain records of site inspections, tests, and audits.
- Attend on-site and off-site meetings as required.
- Present regular reports on project progress, safety, quality issues, and construction status to the Client Project Manager.
Broader Role Contributions
- Maintain high standards of safety and quality control throughout construction.
- Resolve technical problems on-site.
- Convey professional representation of Egis, fostering a collaborative and inclusive team culture.
- Bridge the gap between design and on-site technical challenges, improving constructability understanding.
Qualifications & Requirements
Required Experience & Criteria

| NEC Accreditation | NEC3 & 4 ECC Supervisor accreditation (or actively pursuing NEC4) |
| Electrical Infrastructure Knowledge | Expertise in analysing electrical components (lighting, cabling, control systems) in projects |
| Degree/HND or Experience | Bachelor’s/HND in Civil & Electrical Engineering or equivalent |
| Highway Infrastructure Experience | Prior experience in design and construction of highway infrastructure |
| Standards Compliance | Trained in BS7671 IET Wiring Regulations (preferred for non-street works liability) |
| Sheltering Cards | ECS card (NHSS8) or CSCS card |
| Soft Skills | Strong client-facing communication, writing, and organisational diligence |
| Problem-Solving Mindset | Proactive, collaborative, and solutions-focused approach |
| Technical Knowledge | Familiarity with Design Manual for Roads & Bridges and SHW (Specification for Highway Works) |
| Project Supervision Experience | Earlier experience in NEC Supervisor duties |
| Temporary Works & Traffic Management | Broad knowledge of traffic management systems |
