Construction Manager

Costain: Early Contractor Involvement Project Manual (ECI) Site Manager

Costain is collaborating closely with Severn Trent Water as part of its AMP8 Capital Delivery Framework, supporting renewal and refurbishment projects. This critical Design and Build Framework lot is focused on planned early contractor involvement for installing control gates on trunk sewers across the Gloucester region.

Location: Barston IPT Hub / on-site in the Gloucester Region


Key Responsibilities

  • Full accountability for coordinating third-party surveys, engineering report compilation, managing traffic constraints, and de-risking projects before civil construction begins.
  • Must have experience in water/wastewater and working within live highway environments.
Leadship & Coordination
  • ECI Site Management: Stevens and leads constructability reviews for trunk sewer control gate installations.
Technical Delivery
  • Operates live site surveys (e.g., utility mapping, CCTV, structural checks) and compiles detailed technical reports for design handovers.

Highways & Safety Compliance
  • Safely manages pre-construction and construction operations within live highways, ensuring local authority and street works compliance.
Construction Leadership
  • Ensures all works meet Costain Way safety and quality standards, leading by example.
Quality & Process Control
  • Advocates for right-first-time delivery, avoiding wasteful rework, and leading cross-functional projects teams.
Procurement & Subcontractor Oversight
  • Supports planning, procurement, and production control for specialist subcontractor involvement.
Project Handover
  • Supports construction-phase sign-off and asset commissioning with Severn Trent.

Essential Requirements

Experience & Expertise
  • Water sector experience on water treatment, sewerage, or trunk waste networks (e.g., deep drainage, CSOs).
  • Live highway construction — competent in road works procedures, scheduling, and compliance with Street Works/National Highway Authority (NHA) standards.
  • ECI experience — technical report generation, utility avoidance plans, and survey coordination.
  • Technical rigour — RAMS (Temporary Work/ Majestoms), risk assessment and method statements.
  • Standards knowledge — Environment Agency (EA) and water industry compliance.
  • Team leadership — management experience with construction staff and localised subcontractors.

Qualifications & Certifications
  • Civil Engineering qualification: HNC, HND or Degree equivalent
  • Completion of an SMSTS training course for site safety.
  • CSCS Management card (CIuman CSM level).
  • NRSWA (NRSWA) Supervisor Certificate — mandatory due to proximity and operations in live highways.
  • Confined Space Awareness/Entry Training — due to proximity around existing trunk sewer infrastructure.
  • First Aid Certificate (workplace-prepared responder).

Desirable Skills

  • Lean construction practices certification or experience in streamlining delivery methods.
  • Understanding of Severn Trent’s asset handover protocols.
