Job Title: Construction Programme Manager
This role is to be based in one of the following sites: Manchester, Liverpool, Barnsley or Newcastle.
The successful candidate will also be expected to undertake extensive travel across all NHSBT sites as required as part of the role.
Job Summary
As a Construction Programme Manager, you will play a key role in delivering construction projects that support NHS Blood and Transplant’s vital services across the UK. You will lead the design, planning and delivery of a diverse portfolio of building projects, ensuring they are completed safely, efficiently and to the highest quality standards. Working closely with stakeholders, project teams and senior leaders, you will develop practical estate solutions that support organisational priorities while minimising operational disruption. You will provide expert construction advice, manage project budgets, oversee project managers, and drive continuous improvement across services and processes. Main duties of the job
- Lead the design and delivery of a portfolio of construction projects across the NHS Blood and Transplant estate.
- Work with stakeholders, project initiators and project managers to define project goals and deliver successful outcomes.
- Manage projects from inception through to completion, handover and post-project review, ensuring compliance with legislation, governance requirements and organisational standards.
- Deliver high-quality construction solutions that meet customer needs while minimising risk and operational disruption.
- Provide expert construction and building advice to colleagues across Estates & Facilities and the wider organisation.
- Support the development and continuous improvement of construction services, standards and working practices.
- Line manage Project Managers, setting objectives and supporting performance and development.
- Manage project budgets, ensuring effective financial control and value for money.
- Produce project progress, financial and status reports for senior stakeholders and governance groups.
- Promote a positive health and safety culture and ensure compliance with CDM 2015, risk assessments and safe systems of work.

Experience and Knowledge
- Extensive experience managing construction projects throughout the full project lifecycle and delivering successful outcomes.
- Extensive programme management experience, managing multiple concurrent projects and resources.
- Ability to influence, negotiate and build effective relationships with internal and external stakeholders.
- Strong understanding of construction contracts, consultant appointments, building fabric, building services and financial budget management.
- Experience working within public sector procurement regulations and using project management and Microsoft Office tools effectively.
Qualifications And Training
- Educated to Master's degree level or equivalent, or able to demonstrate equivalent construction knowledge and experience.
- Full Chartered membership and professional registration with RICS, CIOB or RIBA, maintained throughout employment.
- Valid UK driving licence.
- Willingness to travel extensively across the UK, including overnight stays where required.
