- Mon-Thurs: 8:00 AM – 4:00 PM
- Fri: 8:00 AM – 3:30 PM
Salary Range
Up to £60,000 (depending on experience)
About the Role
Serco is delivering planned, reactive service improvements (SV/ARC variation projects) and Asset Modernisation Programme (AMP) Estates projects across the Defence Academy site under Defence Acquisition Capability Improvement (DACI) and PFI contracts.
As a Client-Side Construction Project Manager, you will own project delivery, ensuring on-time, on-budget compliance with contractual obligations and regulatory standards. This high-value role (£2M–£30M projects) requires expertise in managing major construction projects across their full lifecycle in a fast-paced, multi-disciplinary environment.
Key Responsibilities

Project Leadership:
- Lead full lifecycle projects—from feasibility to post-occupancy—following RIBA Plan of Works and Serco’s formal project methodologies.
- Direct multi-disciplinary project teams, ensuring alignment with objectives, scope, and budget.

Governance & Documentation:
- Create, maintain, and enforce business cases, plans, budgets, and governance frameworks.
- Proactively manage RAID logs (Risks, Assumptions, Issues, Dependencies) and escalate concerns timely.
- Monitor compliance with MOD processes, building standards, and Serco’s maintenance requirements.
- Ensure Contractor/consultant appointments align with Serco’s procurement rules, and oversee cost management.

Stakeholder & Subcontractor Management:
- Collaborate with MOD stakeholders to define business needs and document statements of work.
- Coordinate subcontractors for repetitive maintenance projects, space optimisation, and asset replacement works.
- Provide support to senior project managers on high-complexity capital projects.

Digital Systems & Workflow:
- Ensure CAFM Explorer accurately reflects project statuses for PPM/remedial works.
- Update Service Variation systems with precise cost/programme status documentation.
- Maintain _project/works documentation across SharePoint, CAFM, and the Technical Library.

Health, Safety & Quality:
- Enforce compliance with CDM 2015, Environmental, Health & Safety (H&S) standards, and contractor risk controls.
- Conduct regular site audits to verify health and safety protocols.
- Address H&S accountability for all project phases, including training and inspections.

Operational Excellence:
- Chair project meetings to align stakeholders on timelines, risks, and deliverables.
- Analyse projects to add value and drive cost efficiency in alignment with customer objectives.
Requirements
Qualifications:
- ONC/HNC/HND in:
- Construction, Civil Engineering, Architecture, or Building Services Engineering (Mechanical/Electrical discipline).
- Safety management certification (e.g., SMSTS, IOSH).
Experience:
- 8+ years in project management for building engineering/subcontracting projects.
- Proven ability to manage multi-million-pound projects across the full lifecycle.
- Demonstrable excellence in:
- Contractor/subcontractor coordination (including scope control & methodologies).
- Space utilisation/estates development projects.
- British Standards (BSRIA, SFG20) and property performance management.
- Procurement supply chain reviews background.
Soft Skills & Competencies:
- Technical expertise in PPC (Programme, Plan, and Control), cost management, and change control.
- Exceptional stakeholder management, conflict resolution, and decision-making.
- Highly organised, with a results-driven mindset.
- Proficient in MS Office tools (Excel, Word, Outlook) and CAFM/SharePoint systems.
- Experience mentoring junior staff, setting performance KPIs, and managing escalations.
