About the Role

Connected Places Catapult are seeking a Consultant – Digital Operations to join the Digital Construction International Programme, a flagship 3-year programme in partnership with the Department of Business and Trade.

This initiative aims to evolve the UK’s approach to Digital Construction, expanding its focus from design and construction into the operational stage or "digital whole life". As part of this effort, the team is expanding its technical capabilities to develop the UK’s product offerings—supporting adoption both domestically and internationally.

In this role, you will:

  • Provide technical expertise in the digital operations of buildings and infrastructure to promote digital whole life adoption in the public sector, UK, and internationally.
  • Support development and execution of technical frameworks, products, and services aligned with standards such as ISO 19650.
  • Translate and articulate complex digital whole life concepts into simplistic, scalable frameworks and strategies.
  • Engage with stakeholders, co-create workshop materials, guidance, training content, and strategic documentation.
  • Foster sector leadership and community building to foster industry progress.

Due to the international nature of the role, you will be expected to undertake regular overseas assignments (e.g., potential for week-long visits 3–4 times annually). Potential collaboration regions include Canada, Turkey, Eastern Europe, and Central Asia. Support will be provided for training in diplomacy, safety, and security determinations as needed.

Key Responsibilities

Strategic & Operational Delivery

  • Support revenue targets via opportunity spotting and bid/proposal contributions.
  • Develop stakeholder confidence in Connected Places Catapult (CPC) and its role in digital transformation.
  • Ensure CRM systems are updated with timely stakeholder and project information.
  • Scoping, planning, and delivery of assigned workstreams while fulfilling set delivery timelines.
  • Implement strong project management processes, promoting collaboration across strains.
  • Meet or exceed utilisation targets and uphold quality and timeliness in all outputs.
  • Embed innovative and professional behaviours across project teams.

Stakeholder & Relationship Management

  • Build credibility and client confidence through technical expertise.
  • Enhance inclusive and equitable practices, integrating sustainability principles.
  • Adapt to change with agility, extrapolating new approaches where needed.

Cross-Functional & General Performance

  • Develop coaching skills to inspire colleagues.
  • Ensure timely, high-quality task execution.
  • Maintain professional development.
  • Undergo additional duties as required to complete Catapult’s strategic objectives.

Required Skills, Knowledge & Expertise

Essential Role-Specific Competencies

  • Ability to shape propositions and programme activities.
  • Strength in translating complex concepts into accessible, actionable propositions.
  • Familiarity with ISO 19650 (desirable: part 3 and Soft Landings), and asset operations beyond just capital delivery.
  • Proficient in client engagement, stakeholder consultation, and facilitation.
  • Understanding of digital construction and operations markets (UK and internationally).
  • Aptitude for guidance, training, and strategy development (e.g., policy papers and market insights).
