Our GPS Strategy & Transformation team specialises in helping public sector clients navigate these challenges and emerge as leaders in a rapidly changing world.
We are seeking talented and ambitious Consultants, Senior Consultants, or Managers to join a collaborative, high-performing team. In this role, you’ll leverage your strategic and operational expertise to deliver impactful solutions for our diverse Defence and Security clients—renowned for complexity and ambition.
Key Responsibilities
Your role will include supporting Defence and Public Sector clients in delivering major asset and service procurements, often as part of the Government’s Major Programme Portfolio. Key tasks include:

1. Procurement & Commercial Strategy
- Drafting procurement and commercial strategies, including:
- Developing credible option sets for decision-making (e.g., commercial structures, lotting arrangements, payment/pricing incentives, evaluation strategies)
- Defining route-to-market approaches
- Contributing to key procurement documentation (PQQs, ITN/ITPd, Heads of Terms, contracts)
2. Analysis & Insight Generation
- Conducting rigorous, evidence-based analysis to refine solution development and change initiatives
3. Stakeholder & Negotiation Engagement
- Supporting negotiations between Defence/Public Sector and commercial suppliers
- Developing contract management operating models to ensure client value delivery
4. Cross-Functional Collaboration
- Engaging with Deloitte teams (Digital Strategy, Innovation, Cyber Security, Data Analytics) for seamless client experience integration
- Cooperating with HM Government suppliers and internal stakeholders to build strong professional relationships
5. Continuous Learning & Development
- Proactively upskilling, sharing insights, and mentoring colleagues

Essential Requirements
- You must hold—or be eligible—for Security Clearance.
- Core skills/experience sought include:
- Expertise in complex procurement landscapes, particularly within Defence or government sectors, to drive strategic value.
- Passion for societal impact, balancing strategic thinking with hands-on problem-solving.
- Knowledge of procurement regulations.
- Fluent verbal and written communication.
- Strong project management (working under deadlines, producing compliant outputs).
- Ability to lead independent workstreams while collaborating in team projects.
- Adaptability in ambiguous, fast-evolving environments.
- Team collaboration, fostering inclusion across all organisational levels.
- Proven ability to convey strong relationships for successful outcomes.
- Commitment to an inclusive culture, valuing diverse contributions.
