Job Summary
The DCO Consultation Project Manager will support the Senior DCO Engagement & Consultation Manager in coordinating and executing statutory and non-statutory consultation for the Heathrow West Development Consent Order (DCO) pre-application process. This role is delivery-focused, tasked with executing consultation programs through management of third-party consultation consultants, coordination with multidisciplinary technical teams, and oversight of all consultation materials to meet planning legislation requirements.
Operating in a high-profile, highly scrutinized environment, this role ensures that consultation activities are well-planned, compliant, auditable, and seamlessly integrated with project development and DCO submission requirements.
Major Responsibilities
Consultation Program Delivery & Coordination
- Manage the consultation program across key stages, including non-statutory consultation, statutory consultation, and targeted engagement.
- Coordinate closely with the Engagement & Consultation team to ensure consistent messaging and integrated delivery.
Consultant Management & Delivery Oversight
- Manage third-party consultation consultants to deliver engagement activities, such as exhibitions, digital engagement, and communications materials.
- Serve as the primary interface between consultation delivery consultants and project teams.

Technical Integration & Content Coordination
- Collaborate with engineering, design, environmental, planning, and land teams to gather and validate inputs for consultation outputs, ensuring technical accuracy.
- Facilitate technical specialist participation in consultation events, briefings, and public-facing activities.
- Ensure consultation content reflects the latest design development, assessments, and mitigation strategies.
Consultation Materials & DCO Compliance
- Oversee the production, review, and approval of all consultation materials.
- Maintain records evolving alongside scheme development for auditability and compliance.
Consultation Feedback, Tracking & Reporting
- Lead scope development and operations of a system for capturing, categorising, and tracking consultation feedback, including influence on scheme improvements.
- Oversee analysis and documentation of consultation responses.
- Provide regular updates on consultation progress, risks, and key challenges to project leadership.
Education And Experience Requirements
- Bachelor's degree in communications, planning, public policy, social sciences, or a related field, paired with:
- 10+ years’ experience OR
- 14 years’ relevant experience
- Demonstrated experience delivering consultation under Planning Act 2008 or similar regulatory frameworks.
- Proven capability in managing complex consultation programs for major infrastructure or Nationally Significant Infrastructure Projects (NSIP).
- Substantial experience with third-party consultants and multidisciplinary technical inputs.
- Experience producing consultation materials for Consultation Reports and DCO submission process.
Required Communication Skills
- Excellent written, verbal, and stakeholder communication capabilities.

Preferred Knowledge & Experience
- UK-based role with travel within Greater London and surrounding areas.
- Availability for support of evening and weekend consultation activities.
- Professional certification in IAP2 (International Association for Public Participation) preferred.
- Ability to deputise for the Senior DCO Engagement & Consultation Manager when necessary.
