Job Description

Role Summary

The Talent Acquisition team is looking for a collaborative, innovative, high integrity, results-driven Contingent Workforce Lead/Specialist. This is an exciting opportunity to join a high-performing team of HR and Talent professionals striving to create an engaging, inclusive and dynamic work environment across our global organisation.

In this role, you will be responsible for partnering with the business and HR to support contingent and non-permanent workforce requirements across the UK and international markets. This includes ownership of the contingent engagement process; management of recruitment agencies, payroll providers, and market-specific hiring partners and platforms; oversight of supplier performance and commercial governance; support for contingent worker queries and operational escalations; and reporting and analysis of contingent workforce activity, including country-specific programmes, processes and external partners that sit outside the global TA Operations ecosystem (e.g. apprenticeship levy administration & local workforce requirements).

Responsibilities

  • Manage engagement process of contingent workforce (independent contractors and temp workers based in the UK) through the AutoNow portal working with HR to ensure the process adherence, compliance with IR35 and utilisation of approved agencies.
  • Update AutoNow process, in partnership with AutoNow Development team, with any new requirements of Tax and Employment Law as well or process improvements.
  • Liaise with Tax and Employment Law on any contentious contingent worker placements.
  • Responsible for updating the UK Contractor Engagement Guide & Policy document working with Employment Law for any updates required.
  • Provide training for hiring managers on process and international contractor policy.
  • Manage the NBCU relationship with temporary recruitment suppliers, handling any and all queries and escalations liaising with Commercial Law as needed.
  • Work closely with third party payroll provider, handling any and all queries and escalations, liaising with Employment Law, HR, Tax and Finance as required.
  • Provide insight and monthly reporting on UK contingent workforce through Power BI to HR, Employment Law community & TA’s Experienced Hires team.
  • Provide guidance and support to the business and HR on the acquisition of UK-based contingent talent.
  • Provide guidance and direction to other international regions as a subject matter expert liaising with Tax and Employment as needed.
  • Acting as escalation point for contingent workforce and operational compliance risks across international markets, partnering with Legal, HR, Tax and Finance to resolve issues.
  • Ensuring contingent workforce and operational processes remain audit-ready and compliant with internal controls, employment legislation, and regional regulatory requirements.
  • Provide SME guidance and advisory support on contingent workforce programmes across EMEA and APAC
  • Ensure NBCU processes are compliant, including but not limited to Criminal Finances Act
  • Overseeing apprenticeship levy strategy and utilisation, including maximising available funding, onboarding and managing training provider partnerships, supporting the business in accessing levy opportunities, and coordinating apprentice onboarding and programme set-up.
  • Maintaining Disability Confident Employer status, ensuring compliance with programme requirements
  • Oversee the onboarding and governance of contingent workforce suppliers, negotiating supplier terms and contractual agreements, managing invoicing, payment and PO escalations, and partnering with Finance, Procurement and Legal to ensure compliance and timely resolution of issues
  • Provide ownership of region-specific talent partners that are not integrated into the global TA operations framework, including vendor governance, contract management, purchase orders, invoicing, performance review and ongoing optimisation for Early Career (e.g. HireIn – Early Career)
  • Provide oversight of country-specific employment participation requirements and associated external partnerships, ensuring compliance with local labour regulations and workforce access obligations in applicable international markets.
  • Ensure Ministry of Manpower requirements are up to date for hiring in Singapore

Basic Qualifications

  • Previous experience in HR, Talent Acquisition, or workforce operations.
  • Familiarity with contingent workforce processes and supplier management preferred.
  • Knowledge of UK employment law and IR35 compliance is desirable.
  • Strong organisational and project management skills.
  • Excellent verbal and written communication abilities.

Desired Qualifications

  • Relationship management, negotiation and problem-solving skills
  • Candidates will have strong verbal and written communication skills and demonstrate a consultative approach with the ability to work effectively with and influence all levels within the organisation.
  • Excellent organisational skills and the ability to manage multiple priorities are a prerequisite and a track record of driving initiatives from start to finish.
  • It is essential that candidates will be able to establish trust and credibility with leaders, employees and suppliers quickly.
  • Candidates must demonstrate strong self-motivation and discipline, consistently driving tasks to completion with minimal supervision.
  • Experience with UK Apprenticeship Levy programmes is preferred
  • Thorough knowledge of MS Office is essential. Experience with AutoNow and Power BI is desirable.
