About the role
Hillingdon Council is looking for an experienced and commercially focused Contract Manager to lead the delivery of planned works programmes across our housing, corporate and commercial property portfolio.
This is an exciting opportunity to play a key role in improving our buildings and delivering high-quality planned maintenance programmes that make a real difference for residents, leaseholders and building users. You will oversee contracts from procurement through to completion, ensuring works are delivered safely, on time, within budget and to the highest standards.
You will:
- Lead the procurement, mobilisation and operational delivery of planned works contracts across residential, corporate and commercial properties.
- Manage contractor performance through inspections, audits, site meetings and performance reviews.
- Lead the resolution of complex delivery, quality, access and safety issues, ensuring timely and effective outcomes.
- Ensure planned works are delivered in accordance with specifications, contract requirements, programmes and statutory obligations.
- Manage Section 20 consultation processes, ensuring statutory compliance and effective communication with leaseholders and residents.
- Build positive relationships with residents, contractors and internal stakeholders to support successful project delivery.
- Monitor programme performance, quality standards, budgets, variations and contract compliance.
- Manage delegated contract budgets, purchase orders and financial monitoring in line with Council procedures.
- Ensure compliance with the Regulator of Social Housing Consumer Standards, Awaab's Law, the Homes (Fitness for Human Habitation) Act, the Building Safety Act and CDM Regulations.
- Lead site meetings, progress reviews and contractor performance discussions.
- Support service improvement by identifying opportunities to strengthen procurement, contract management and programme delivery.
- Prepare reports, performance information and audit evidence to support governance and compliance.
About You
We are looking for a confident and experienced contract management professional with strong commercial awareness and a passion for delivering high-quality planned works.
The ideal candidate will:
- Have significant experience managing planned works or property maintenance contracts within housing, construction or property services.
- Have strong knowledge of contract management, procurement and construction delivery.
- Understand building safety legislation, CDM Regulations and statutory compliance requirements.
- Have experience managing contractors, monitoring performance and driving service improvements.
- Be confident managing complex projects, competing priorities and challenging operational issues.
- Have excellent communication and stakeholder management skills, with the ability to build effective working relationships with residents, contractors and colleagues.
- Have experience managing budgets, financial forecasting, valuations and contract variations.
- Be able to interpret technical information, specifications and contract documentation.
- Have strong organisational skills with the ability to monitor performance, analyse data and produce clear reports.
- Be proactive, commercially minded and committed to delivering excellent customer service and value for money.
