Contract Officer (x2) – Building Safety Team

This is two full-time permanent positions as Contract Officers in the Building Safety Team.

Proposed Interview Date: 10–11 August 2026

--- ## About Us Hull City Council established its Building Safety Team in 2024 in response to legislative changes following the Grenfell Tower tragedy. The team ensures safety in multi-occupancy dwellings across the city, including:

  • 19 high-rise buildings
  • 7 medium-rise buildings
  • 4 sheltered blocks
  • 445 low-rise blocks

We also collaborate closely with:

  • Housing Investment Team (responsive & cyclical maintenance, compliance work)
  • High-Rise Tenancy & Facilities Management teams

--- ## Job Opportunity

The Building Safety Team seeks two full-time, permanent Contract Officers to provide effective, customer-focused administrative support. This includes:

  • Arranging meetings and taking minutes
  • Raising orders and processing invoices
  • Database maintenance and data entry
  • Letter and communication production
  • General administrative duties

The role is flexible, with work conducted across offices, homes, and site locations based on team and daily needs.

Purpose of the Role

Be an effective member of the Investment Services Team by providing professional contract support to achieve:

  • The Decent Homes repairs and maintenance strategy
  • Statutory compliance and statutory obligations

Principal Accountabilities

Note: All decisions must fall within these key responsibilities.

  1. Produce managerial reports, statistics, and information from complex databases to track:
    • Decent Homes requirements
    • Repairs & maintenance progress

  1. Ensure relevant documentation, including computerised orders and work completion, aligns with:

    • Decent Homes Standard protocols
  2. Liaise with:

    • Tenants, tenant groups and councillors
    • Housing staff
    • Contractors to manage complaints, issues, concerns and progress updates.
  3. Support senior staff in implementing Council’s Compliments & Complaints Policy within Investment Services, ensuring policy targets are met.

  4. Provide professional meeting support, including:

    • Arrangements
    • Minute-taking
    • Technology use: for Decent Homes & repairs/maintenance project advances
  5. Deliver contract support across specialist services to meet team objectives.

  6. Oversee inspection, reporting, and monitoring of all contract works in consultation with managers.

  7. Assists with staff operations and general office administration, such as housekeeping.

  8. Use technology to produce professional letters, materials, and responses to resident queries:

    • Ensure responses are signed by managers
    • Maintain correspondence logs
  9. Contribute to continuous improvement initiatives for future inspections:

  • Aim for a 3*-homed Housing Service
  1. Keep abreast of and uphold Health and Safety at Work etc. Act 1974, along with any associated legislation as a Hull Council employee.

  • Professional, empathetic, and skilled in managing sensitive issues.
  • Ability to immediately escalate matters requiring specialist help.
  • Commitment to Ongoing training & development within the Building Safety Team.

Qualifications & Pay

📌 Grade: 4 💵 Compensation Range: £25,583 – £26,403 per annum 🏛 Council Classifications: 3 (Not Politically Restricted, Designated Not Politically Sensitive, No Childcare Disqualification, Not Statutory)
