About the Role

The Guinness Partnership is looking to recruit a Contract Officer to join a busy team on a full-time, permanent contract, based in Oldham.

We currently offer hybrid working, blending 3 office days with 2 days working from home.

What We Are Looking For

The successful candidate will join the Heat Network Team within our Asset Management directorate.

The Heat Network Team manages a diverse portfolio of around 130 communal and district heat networks, serving more than 7,000 homes across England.

This is an exciting opportunity which requires a strong, proven background in managing the relationship, performance, and legal obligations of the contractors delivering our heat network requirements. You must be able to work to tight deadlines, prioritise your workload to meet statutory requirements, and respond effectively to rapidly changing demands.

As a Heat Network Contract Officer, you will lead on the management of contractors delivering servicing, maintenance, and repairs across communal heat networks, plant rooms, energy centres and residents’ homes. Working with the Communal Heat Network Manager, you will monitor contractor performance and compliance, support heat metering and billing, and help ensure adherence to technical regulations, consumer protection standards, Ofgem obligations, landlord gas safety requirements and Awaab’s Law. The role contributes to delivering safe, reliable, compliant, and affordable heating and hot water services to residents. Experience in the heat network sector is desirable.

You will work closely with your contractors to analyse technical and operational performance data to monitor the operation of heat networks and contribute to asset management and investment planning.

You will support residents connected to a heat network by delivering clear and timely communications regarding service disruptions, repairs, and planned works. A strong customer service focus and experience in delivering excellent resident support are essential.

Collectively, we deliver multi-million-pound projects, so an understanding of CDM regulations, building safety, health and safety, and project management experience is advantageous.

You Will Be Able To Demonstrate These Essential Skills

  • Ability to gather information, diagnose problems, draw logical conclusions and suggest practical solutions.
  • Experience of building and maintaining relationships with contractors, tenants and staff across different functions.
  • Awareness of statutory and regulatory requirements relating to asset compliance.
  • Good attention to detail.
  • Good written and verbal communication skills.
  • A sound understanding of financial controls.
  • Able to demonstrate Guinness behavioural competencies.
