Contracts Manager | Public Sector | Salary £40,000 - £45,000 + KPI & Bonus | Hybrid | Manchester

We're partnering with a leading not-for-profit organisation supporting the UK education sector to appoint a Contracts Manager based in Manchester. This is a charity that gave back over £500,000 to schools across the UK in 2025 alone, funding real change for staff and students.

This is your chance to join a registered charity that helps schools, colleges, and universities procure smarter, while reinvesting every penny of surplus back into education through grants, training, and resources for staff and students.

You'll manage a portfolio of Building Cleaning and Place-related frameworks, owning the full procurement cycle from business planning and pre-market engagement through to tendering, contract management and supplier relations. Real impact, real variety, real purpose.

What you'll be doing:

  • Own a portfolio of frameworks, delivering the whole procurement cycle from business planning to framework renewal
  • Lead category strategy for the Place portfolio, maximising value for money for members
  • Develop and evaluate tender documentation, including robust evaluation criteria and methodology
  • Conduct pre-procurement market testing with new and incumbent suppliers, adapting strategy to market forces
  • Manage supplier relationships and performance, running periodic framework and supplier reviews
  • Drive a Contract Management Improvement Programme, setting standards across all strategic contracts
  • Produce spend forecasts and guidance material, including user guides and evaluation templates for members
  • Mentor Senior Procurement Officers and Procurement Officers, supporting their development
  • Provide a full procurement advisory service to members, resolving queries and championing frameworks with suppliers

What they need:

  • Solid public sector procurement experience, working independently and confidently across categories
  • Strong tendering and contract management experience, including higher-value frameworks
  • Knowledge of the Procurement Act 2023 and Public Contracts Regulations (or eager to learn)
  • Excellent stakeholder management and presentation skills
  • CIPS not required, beneficial if held, but fully funded by the company if not
