1LoD (First Line of Defence) Control Partner – COO & Functions
Join us at Barclays as a 1LoD (First Line of Defence) Control Partner – COO & Functions. In this role, you will be responsible for making strong analytical control judgements, with attention to detail and the ability to connect the dots across organisational structures, frameworks, processes, and regulatory expectations. You will form an independent risk view on organisational risks and control remediation activities, supported by data analysis, stakeholder engagement, and a solid understanding of internal control frameworks, while operating in a fast-paced environment and managing multiple priorities effectively.
You will also support senior forums (e.g. Committees or Boards) with clear, decision-focused reporting, and help build and interpret management information (MI) to identify risk trends, themes, and emerging issues. The role requires strong governance discipline, including maintaining audit-ready documentation and clear audit trails, while working closely with 1LoD, 2LoD, and 3LoD (Audit) stakeholders to provide credible, evidence-based challenge and support robust control outcomes.
To be successful as a Controls Partner you should have:
- Experience in central roles (e.g. COO, Business Management, or entity-level roles) providing exposure to organisational structure and cross-functional processes.
- Experience working in risk and controls within the First Line of Defence (1LoD), with hands-on involvement in issue management, control design, or remediation activities.
- Proven capability in data visualisation and presentation, supporting clear and impactful reporting for senior stakeholders.
You may be assessed on key critical skills relevant for success in role, such as risk and controls, change and transformation, business acumen, strategic thinking and digital and technology, as well as job-specific technical skills.
This role can be based out of Glasgow.
Purpose of the role
To assess the integrity and effectiveness of the bank's internal control framework to support the mitigation of risk and protection of the bank's operational, financial, and reputational risk.

Accountabilities
- Knowledge of business areas, products, processes and platforms to be able to assess risk.
- Collaboration with various stakeholders across the bank and business units to improve overall control effectiveness through detailed documentation of control assessments, procedures, and findings.
- Identification and investigation of potential weaknesses and issues within internal controls to promote continuous improvement and risk mitigation aligned to the bank’s control framework, prioritised by its severity to disrupt bank operations.
- Development of reports to communicate key findings from risk assessment including control weaknesses and recommendations to control owners, senior management, and other stakeholders.
- Execution of reviews to determine the effectiveness of the bank's internal controls framework aligned to established and evolving policies, regulation, and best practice.
- Implementation of adherence to the Barclays Controls Framework and set appropriate methodology of assessing controls against the Controls Framework.

- Consult on complex issues; providing advice to People Leaders to support the resolution of escalated issues.
- Identify ways to mitigate risk and developing new policies/procedures in support of the control and governance agenda.
- Take ownership for managing risk and strengthening controls in relation to the work done.
- Perform work that is closely related to that of other areas, which requires understanding of how areas coordinate and contribute to the achievement of the objectives of the organisation sub-function.
- Collaborate with other areas of work, for business aligned support areas to keep up to speed with business activity and the business strategy.
- Engage in complex analysis of data from multiple sources of information, internal and external sources such as procedures and practises (in other areas, teams, companies, etc) to solve problems creatively and effectively.
- Communicate complex information. 'Complex' information could include sensitive information or information that is difficult to communicate because of its content or its audience.
- Influence or convince stakeholders to achieve outcomes.
