Cost Analyst – Havant, Hampshire, UK
Salary: £51,000 - £64,000 per annum plus competitive benefits + bonus Hours: 37.5 hours per week, with the option for a 4-day working week

The Role
We are seeking a Cost Analyst with expertise in proposal pricing and cost analysis to support our proposal teams in delivering financially sound and competitive bids.
As cost analysis is critical to every proposal, each project requires a customised approach to ensure accuracy, compliance, and alignment with financial objectives.
Responsibilities
Cost Analysis
- Conduct financial analysis of supplier proposals to integrate them into larger customer bids.
- Perform «should cost» analysis for competitors, suppliers, and internal Lockheed Martin (LM) activities.
- Assist in price-to-win strategies, supplier cost evaluations, and factual cost assessment.
- Support design-to-cost, financial business cases, whole-life cost analysis, and financial modelling.
- Brief the management team on the reasonableness of supplier quotations, including risk and opportunity identification.

Pricing & Proposal Management
- Act as a bridge between proposal pricing, engineering, and subcontract program management.
- Coordinate supplier data required for accurate proposal pricing.
- Ensure Requests for Proposals (RFPs) sent to suppliers include essential cost and performance data.
- Set up bids in Lockheed Martin’s ProPricer system, ensuring correct Data and Basis of Estimate (BOE) inputs.
- Analyse cost inputs, identifying financial risks and cost-saving opportunities, and ensure compliance with corporate policies and processes.
Financial & Operational Support
- Conduct foreign currency content analysis, establish contingency reserves, and hedging recommendations where required.
- Gauage the appropriate executive approval levels and facilitate approval coordination.
- Present pricing findings during approval meetings, obtain necessary sign-offs, and maintain records.
Compliance &Deadline Management
- Monitor deadlines per proposal schedules, ensuring all analysis, reviews, and approvals are completed on time.
- Flag risks and opportunities clearly to stakeholders and facilitate cross-departmental communication.
- Assist with departmental administrative duties, including accurate record-keeping.
- Deliver cost sensitivity studies focusing on financial and non-financial variables.
Key Requirements
Professional Competencies
- Substantial understanding of cost analysis principles, industry standards, and Lockheed Martin’s financial practices.
- Ability to develop creative, data-driven solutions for complex cost-related problems.
- Strong planning, scheduling, and organisational skills to meet proposal timelines.
- Experience representing LM, liaising with senior stakeholders, and coordinating between parties.
- Preference for candidates with defence sector experience.

Education & Experience
- Bachelor’s degree from an accredited institution in a finance, business, accounting, engineering, or related field, or equivalent work experience.
- 6 years of professional experience in cost, financial, or proposal analysis or 4 years with a Master’s degree (career/journey level role).
