Cost Manager (Health Programme Delivery Partnership) – Turner & Townsend

Recent prestigious appointment: Turner & Townsend is now the Programme Delivery Partner for a leading health programme across the UK, supporting hospital construction and refurbishment to enhance modern healthcare access. Following a 2024 strategic review, the government has confirmed a five-year funding wave with secures schemes.
We are looking to recruit multiple Cost roles within this pioneering delivery programme.
About the Role
As a Cost Manager, you will play a critical part in delivering one of the UK’s most significant healthcare infrastructure programmes. This is a long-term, impactful opportunity to shape complex, building-scale programmes and contribute to Client Government’s ambition.
You will embed as part of our Cost Development and Estimating team, ensuring the programme remains: ✔ Cost-effective ✔ Risk-controlled ✔ Robustly grounded in sound-commercial reporting
Location: Nationwide (includes potential regional health sector involvement, to be defined in advance)

Overall Client Delivery Goals
- Work closely with **Precontract, Post Contract, Data, Tools, Policies and Risk leads**, delivering proven cost controls
- **Support the client’s cost baseline integrity** by:
· Providing **highly assured commercial decisions**
· Maintaining **proactive risk management** (identifying threats and cost-savings opportunities)
· **Data validation** and **timely reporting**
· Auspicing **impactful stakeholder engagement** with **programme, contractor, and supplier teams**
- Drive **excellence in cost accuracy and transparency**, ensuring full alignment with **client policies and KPIs**
Transactional & Specific Activities
**Programme-Wide Support Users**
- Embed daily compliance with **client’s escalated processes & tools**
- **Perform trusted cost assessments** in change control
- **Validate cost forecasting data** to project-oriented reporting
- **Govern business case development** (including cost risk assessment and client governance sign-off)
- Support **Delivery Project Lead reporting** on cost baseline status
**Client Collaborations**
- **Commercial reporting**:
• Detailed **cost analysis & decision support**
• Anticipative metrics to swiftly influence project outcomes
- Engage with **Trust finance teams** (internal cost consultancy & contractor) to:
· Define cost assurance protocols
· Validate reporting commensurate with **Health Sector guidance**
- Assure **forecasted cost prediction** accuracy, own delivery of:
· Prepost-minimal impact improvements
· Long-term cost savings via **practical cost-service amplification**

Essential Requirements
Your qualifications and experience should provide:
- A measurable track record in cost management, risk assessment and project governance, as applied during major complex project delivery
- Client mind-set/technical polymathy: ability to combine real-world details with creative problem-solving
- Strong affiliations to cost professionals such as: • ICoM (Institutions of Constructors, UK chapter), Member status beneficial • Asbuilt or Chartered project designsavvy beneficial but not mandatory>
- Experience in healthcare or life-sciences construction/consulting, broadly advantageous
- Proficiency or developing interests in cost forecasting software (e.g., Primavera P6, CostX, analogy)
Desirable Advantages
• SOX experience will likely accompany our low-level compliance integrity
