Cost Audit Manager
Probationary role (2 years), Hybrid working (plugged in 3 days in office, 2 days remote)
One of the most significant roles across our Commercial & Audit team where you will ensure robust cost assurance, audit governance, and value for money across a diverse portfolio. You will provide independent review, challenge, and validation of M&E quoted, remedial, and project works.
About the Role
The Cost Audit Manager will deliver independent, rigorous cost assurance, challenging fundamentals at each stage of the commercial cycle. Your role is critical in maintaining transparency and accountability across the Bellrock Managing Agent contract portfolio within Bradford Council.
You will work as the Business Critical Cost Auditor, defining current and new working methods, driving innovation across commercial processes and the introduction of new systems for improved tracking, assurance, and reporting. You will also support engagement with Council and client service pipeline teams by validating costs at key decision points within the sales process, to ensure both commercial robustness and affordability.
Key Responsibilities
Operations
- Ensure all contractual obligations are met within the assigned portfolio, supporting the Account Director and wider team in achieving contract KPIs.
- Build strong stakeholder relationships (internal and external) by delivering timely advice and support.
- Work with the Contract Manager and client to obtain approvals for works, ensuring accurate accruals/commitments are reflected in financial systems.
- Monitor supplier performance, escalate issues, and ensure compliant day-to-day delivery.
- Promote a positive Health & Safety culture, escalating and addressing risks.
Commercial & Audit
- Lead independent auditing of supplier quotations, invoices, and applications for payment, ensuring compliance with contractual terms and financial integrity.
- Challenger costs, assumptions, and scopes of work to secure value for money and contract alignment.
- Identify discrepancies, overcharges, or non-compliant submissions, rejecting where necessary and driving corrective action.
- Produce detailed audit reports, highlighting savings, cost avoidance, risks, and trends.
- Support CAPEX planning by validating cost assumptions and assessing financial risks/opportunities.
- Collaborate with Supply Chain and Finance to produce monthly reporting on spend, accruals, and forecasting.
- Audit contract variations to ensure full transparency and documentation.

Technology
- Utilise the Concerto CAFM system and other tools to monitor cost performance and audit activity.
- Generate asset performance, lifecycle cost, and replacement priority reports.
- Identify opportunities for enhancing cost visibility and audit capability through system improvements, APIs, and data integration.
Technical
- Lead audits of statutory compliance records, ensuring both technical and financial alignment.
- Analyse supplier performance and cost trends to provide actionable insights and improvement plans.
- Deliver lifecycle cost assurance and forward maintenance cost advice.
Risk Management
- Maintain and develop the Commercial Audit and Risk Register, identifying and reporting financial exposures.
- Ensure compliance with contractual, statutory, and governance requirements in all financial and procurement matters.
- Lead cost investigations into incidents, contractor performance issues, or non-compliance.
- Support change management processes, particularly for new estates, ensuring robust audit, cost validation, and risk assessment.
- Attend governance and management meetings as required.
Business Growth
- Ensure additional services and variations are commercially robust, audited, and contract-aligned.
- Proactively identify and drive cost savings and efficiency opportunities.
- Contribute to continuous improvement of commercial audit processes and best practice.
Qualifications & Skills
Competencies
You’ll be proficient in: ✅ Auditing supplier costs, invoices, and commercial submissions. ✅ Understanding commercial governance, contract compliance, and cost control mechanisms. ✅ Challenging & influencing stakeholders at all levels (e.g., senior leadership, cross-functional teams). ✅ Advanced Excel, financial analysis, and data integrity for audit reporting. ✅ Attention to detail to identify anomalies and risks. ✅ Applied experience in Facilities Management commercial models, procurement regimes, and performance frameworks. ✅ Ability to interpret technical maintenance data and link this to financial outcomes.

Desirable but not required
🔹 Undergraduate degree in Quantity Surveying or related discipline. 🔹 MRICS or pursuing Chartership. 🔹 Experience with NEC, JCT, or Facilities Management contracts. 🔹 Facilities Management-related qualification or career progression path.
🔹 AI fluency & learning mindset – actively embrace AI tools, drive continuous improvement, and engage with emerging technologies.
