Cost Engineer / Quantity Surveyor
Location: RAF Mildenhall, Suffolk (Site Based)
Salary: Starting from £55,000 per annum (dependent upon qualifications, experience and security clearance)

We are seeking an experienced Cost Engineer / Quantity Surveyor to support United States Air Force infrastructure programmes based at RAF Mildenhall. This is a key commercial role responsible for providing cost management, quantity surveying and commercial support throughout the lifecycle of complex engineering and construction projects.
The Role
Reporting to the Program Manager, you will be responsible for providing specialist cost engineering and commercial support across a diverse portfolio of construction and facilities engineering projects. The role is fundamental to delivering accurate cost estimates, supporting Independent Government Cost Estimates (IGCEs), developing DD Form 1391 documentation, monitoring programme expenditure and providing life-cycle cost analysis in accordance with the Performance Work Statement (PWS).
Key Responsibilities
- Prepare detailed construction cost estimates and Independent Government Cost Estimates (IGCEs).
- Develop and support DD Form 1391 documentation for military construction projects.
- Produce cost models, financial forecasts and budget estimates for engineering projects.
- Monitor programme burn rates, expenditure and cost performance against approved budgets.
- Carry out quantity take-offs from engineering drawings and specifications.
- Prepare life-cycle cost analyses and whole-life value assessments.
- Review contractor quotations, variations and change requests.
- Support work classification reviews, including repair versus construction assessments.
- Produce monthly cost reports, variance analysis and financial performance dashboards.
- Identify cost risks and opportunities and recommend mitigation strategies.
- Work collaboratively with project managers, engineers and commercial stakeholders to ensure effective cost control throughout project delivery.
- Provide commercial advice and support to programme teams and senior management.

About You
You will be an experienced Quantity Surveyor or Cost Engineer with a strong commercial background gained within engineering, infrastructure, construction or defence environments.
Essential
- Degree or equivalent qualification in Quantity Surveying, Commercial Management, Cost Engineering or a related discipline.
- Significant experience in quantity surveying, cost engineering or commercial management.
- Strong understanding of cost planning, forecasting and financial reporting.
- Experience administering construction or engineering contracts.
- Excellent analytical, negotiation and commercial management skills.
- Strong communication and stakeholder management abilities.
- Proficient in Microsoft Excel and Microsoft Office applications.
Desirable
- Experience supporting defence, infrastructure or major engineering programmes.
- Knowledge and practical application of NEC Engineering and Construction Contracts, including compensation events.
- Experience with FIDIC or other recognised forms of contract.
- Experience supporting United States Air Force, US Department of Defense (DoD) or UK Ministry of Defence projects.
- Knowledge of programme controls, earned value management and project reporting.
- Membership of the Royal Institution of Chartered Surveyors (RICS), Chartered Institution of Civil Engineering Surveyors (CICES) or equivalent professional body.
- Existing BPSS, Security Check (SC) or higher security clearance, or the ability to obtain the appropriate clearance.

Security Requirements
This position is subject to successful pre-employment screening and will require the successful candidate to obtain and maintain the appropriate security clearance, which may include BPSS, Security Check (SC) and client-specific security requirements.
