About the Role
Join our team and play a key role in supporting the financial and commercial performance of Capital Projects at Anglian Water.
We’re looking for a commercially focused Cost Manager to help monitor and manage the performance of current and future programmes of work. This role involves working closely with key stakeholders to ensure services are delivered in line with agreed Key Performance Measures, pricing schedules, and contractual obligations. You’ll contribute to financial planning and forecasting, help identify and manage risks and opportunities, and support accurate, timely reporting.
You’ll assist in preparing documentation for performance and commercial review meetings, ensuring robust commercial assurance around supplier payments and contract compliance. You’ll also support the delivery of project parcels, ensuring adherence to Health & Safety standards, while contributing to the effective management of contract variations, asset data integrity, and supplier performance monitoring.

Key Responsibilities

Commercial Management
- Support the preparation, management, and oversight of contracts and estimates, ensuring accuracy, compliance, and alignment with NEC3 contract and other framework standards.
- Collaborate closely with delivery teams to track actual costs, produce live forecasts, and analyse variances to drive commercial efficiency across capital projects.

Financial Management
- Assist with budgeting, forecasting, and financial reporting for capital (and where appropriate, operational) projects.
- Support accruals, work order closures, and ensure compliance with Purchase-to-Pay processes.
- Maintain accurate data in financial systems (SAP) and ensure supplier payments are processed in line with contractual terms.

Performance Monitoring
- Track and report on contractor and programme performance against KPIs.
- Attend site meetings to support output validation and ensure timely delivery.
- Contribute to audits and work closely with internal and external stakeholders to ensure service delivery standards are consistently met or exceeded.

What does it take to be a Cost Manager?
- Proven experience in a commercial or contract management role, ideally within capital projects
- Strong understanding of commercial contracts, including service level agreements, pricing schedules, and NEC forms of contract
- Familiarity with budgeting, forecasting, and financial reporting processes
- Experience working with capital finance and governance procedures
- High level of numeracy, financial awareness, and attention to detail
- Proficiency in Microsoft Office, particularly Excel
- Knowledge of procurement and sourcing processes
- Experience engaging and communicating with a wide range of stakeholders
- Working knowledge of key systems such as SAP, Power BI, M2i, and P2P processes
- Relevant Health & Safety awareness or qualifications
- Degree-qualified in Quantity Surveying, Finance, or a related field, ideally working towards professional membership (e.g. RICS, CIOB, ICE)
- Understanding of water supply and water recycling processes is advantageous
