Cost Engineer – Project Controls Specialist

About the Role

Cost Engineers play a critical role in major projects and organisations by ensuring accurate and timely project cost performance reporting. You will be responsible for driving cost control, Earned Value Management (EVM), and financial tracking to align project outcomes with agreed baselines.

In this role, you will:

  • Establish and maintain project cost control structures
  • Set and monitor project budgets against baselines
  • Track actual costs, accruals, and commitments under budget constraints
  • Develop project forecasts, including ETC (Estimate to Complete) and EAC (Estimate at Complete)
  • Generate Earned Value Management (EVM) reports for key stakeholders
  • Monitor project contingencies, risks, and change controls
  • Analyse trends to inform decisions and future project improvements

Responsibilities

Core Duties

  • Design and refine cost control data structures to ensure accurate expenditure tracking
  • Establish baselined project budgets and monitor financial performance
  • Track internal and external costs, accruals, and commitments against budget constraints
  • Maintain contingency tracking for risk events and outstanding project risks
  • Ensure change controls align with baseline financial structures
  • Provide trend analysis to support proactive project management decisions
  • Robustly implement and report on Earned Value Management (EVM) metrics
  • Submit accurate and timely project reporting for stakeholders

SOX Control Considerations: This role may include responsibilities under Sarbanes-Oxley (SOX) compliance, where applicable.


Requirements

Qualifications & Experience

  • Typically a qualified graduate (or equivalent) in a relevant discipline (e.g., engineering, economics, finance, or project management)
  • 5–10 years of experience in project controls, cost management, or financial reporting
  • Strong knowledge of Earned Value Management (EVM), budgeting, and forecasting
  • Proficiency with project management software (e.g., Primavera, MS Project,:

Sakai, or CostXP)

Key Skills

  • Excellent analytical and reporting skills
  • Honest, transparent communication of complex financial data
  • Ability to think strategically in a fast-paced, dynamic environment
