Role Overview
As part of the Coulcil Tax Valuation Office Team, Council Tax Caseworkers ensure properties are fairly valued and correctly banded. In this role, you’ll:
- Process Council Tax casework using the Valuation Operating System (VOS).
- Conduct property inspections and prepare for Valuation Tribunal Hearings.
- Engage directly with customers via phone, email, and in-person visits.
- Represent the Listing Officer as an expert witness.

Responsibilities
Key tasks include:
- Working across the Council Tax spectrum, including bands, appeals and maintenance casework.
- Engaging with customers through all legal channels to ensure compliance and resolve complex resolving cases efficiently.
- Examining legal and factual prominence on multiple sources of information to develop reasoned decisions.
- Attending Valuation Tribunal Hearings (either in-person or remotely) to represent HMRC’s position accurately and professionally.
- Maintaining strict adherence to legislation, organisational policies, and organisational use of VOS.
- Travelling across England and Wales to complete property inspections—once trained, flexibility to travel (3–4x weekly) may involve occasional overnight stays.

Requirements
Essential Requirements

Interest in domestic property valuation, keen to develop knowledge in Council Tax and Valuation Tribunal processes.

Strong research and decision-making skills: proficient at analysing technical evidence and applying guidance while communicating findings clearly to diverse audiences.

Exceptional initiative and prioritisation—balancing deadlines while monitoring performance against key milestones.

Ability to communicate professionally through email, telephony/person.

Availability to travel regularly, including to given tribunals and inspections. Remote/office-based hybrid flexibility rarely required post-training.
Desirable Qualifications
- Experience with HMRC legal processes (or willingness to train in procedures).

- Base salary: £31,096/annum (with HMRC’s Civil Service Defined Benefit Pension Scheme benefits, including a £9,008 pension contribution from HMRC).
- Hybrid working policy: 60% time in-office or office hub and 2 days home-based work (per calendar month) where possible.

About The Process
- Stage 1: Online “person specification” application (max 750 words) focusing on casework experience and suitability to HMRC standards.
- Shortlisting: Compile on employment merits forming shortlisted “success profiles.”
- Skills Test (Compulsory). To complete inside 24–48hrs of notification (deadline 09/07/2026 11:59 PM).
- Interviews: Held via Teams covering in-depth questions on behaviours + strengths.
