Council Tax Caseworker, HMRC Valuation Office

Locations: Birmingham, Bristol, Canary Wharf^, Cardiff, Carmarthen, Colchester, Croydon, Durham, Exeter, Leeds, Manchester, Newcastle-upon-Tyne, Norwich, Nottingham, Oxford, Plymouth, Sheffield, St Austell, Stoke-on-Trent, Swansea, Wrexham, Wembley^ (Harlesden), or other specified office (long-term relocation mandatory for some sites e.g. Swanson/Swansea, Newcastle).

About the Role

As part of the Valuation Office National Team, you’ll play a key role in shaping the Council Tax system—helping determine over £60 billion in annual revenue that benefits citizens and businesses across England and Wales. This is a chance to develop technical expertise in valuation, decision-making, and customer-facing problem-solving.

Two role types are available within this opportunity:

  • Council Tax Band Challenge Caseworker
  • Council Tax Maintenance Caseworker

Job Overview

You’ll work as a Council Tax Caseworker, responsible for: ▶ Processing complex Council Tax cases using the Valuation Operating System (VOS), with full training and support ▶ Conducting property inspections, attending Valuation Tribunal Hearings (remote/in person), and representing the Listing Officer as a key witness ▶ Liaising with customers via phone, email, and in-person meetings, ensuring compliance with legislation/policy ▶ Applying analytical research to guide case decisions and strategic targets

The role requires flexible travel with a rotating schedule of office-based work, remote work, and in-person inspections nationwide. Occasional overnight stays may be needed.


Responsibilities

Core Duties (Applying to Both Role Types)

  • Implement Council Tax casework processes, including studies on remits and band updates.
  • Accurately record data within VOS and follow regional directives (if applicable).
  • Evaluate administrative appointments and challenge decisions, ensuring compliance with guidance.
  • Conduct property inspections and prepare for Valuation Tribunal Hearings, representing HMRC as expert witnesses.
  • Process reviews of Band-Challenging Reviews (BCRs), minor scheme changes (SCRs-1/6/7), and administrative comebacks.
  • Interact with customers/solicitors via all channels, applying impartial principles to poll valuations accurately.

Skills, Qualities and Experience

Essential Requirements

  • Analytical mindset: Skilled in deep-diving information to make decision-making facts-driven, with an ability to spot key details.
  • Communication expertise: Confidently articulate complex valuation decisions clearly to diverse stakeholders.
  • Legal/regulatory awareness: Familiarity with nuances of UK property taxation laws.
  • Office proficiency: Full competency with Microsoft Word, Excel, Outlook, plus adaptability to VOS.

Technical Skills

  • Strong working knowledge of government databases (e.g., RDO, National Database, Real Time Fixes).
  • Familiarity with FBR MapMate or general Geocompliant systems is advantageous.
  • Ability to collaboratively research plus chart out findings.
