This role sits within HMRC Valuation Office, previously the Valuation Office Agency. Now fully integrated into HMRC, we are property valuation experts dedicated to supporting the collection of over £60 billion in revenue across England and Wales—directly benefiting communities nationwide.
Job Description
Role Overview
The Council Tax team in the Valuation Office ensures properties receive fair valuations and accurate banding, directly supporting local taxation structures and community needs.
As a Council Tax Caseworker, you'll be central to improving casework quality, enhancing team efficiency, and tackling challenges through hands-on experience. This role offers:
- Technical expertise development in Council Tax valuation
- Enhanced decision-making and problem-solving skills
- A meaningful, customer-facing role within a supportive collaborative team
Two specjalisations available:
- Band Challenge Caseworker: Focused on dispute resolution and case verification
- Maintenance Caseworker: Day-to-day processing and validation of property valuations
Key Responsibilities
- Processing Council Tax casework using the Valuation Operating System (VOS). Comprehensive training and ongoing support provided.
- Conducting property inspections and preparing for Valuation Tribunal Hearings, including attendance at remote or in-person proceedings to represent HMRC’s Listing Officer position.
- Direct engagement with customers via phone, email, and face-to-face meetings.
- Adherence to current legislation as well as organisational policies and guidelines.
- Collaborative delivery against strategic targets.
Travel Expectations: Regular domestic travel for inspections/hearings required post-training. Blended work model (office/base/hybrid) with occasional overnight stays, though not standard.

Essential Requirements
✅ Familiarity or enthusiasm to learn about domestic property valuation (special focus on Council Tax and Tribual processes). ✅ Exceptional research and analytical skills, with aptitude for interpreting complex evidence and developing structured findings. ✅ Strong prioritisation skills ensuring timeliness while working across varying caseloads. ✅ Communication excellence, confidently connecting with a broad spectrum of stakeholders. ✅ Proficiency in Microsoft Office 365 (Word, Excel, Outlook), with a willingness to engage with internal systems such as VOS. ✅ Travel readiness to attend hearings, able to work occasionally beyond standard business hours.

❒ Familiarity with HM Revenue & Customs' Council Tax team or eagerness to expand knowledge.
