Counter Fraud Lead – East West Rail
East West Rail is a nationally significant railway project delivering vital transport connections between Oxford, Milton Keynes, Bedford, and Cambridge, with these communities contributing around £111 billion annually to the UK economy.
The project is one of the UK’s largest infrastructure investments, reaffirmed in the 2024 Autumn Budget and 2025 Spending Review, with aspirations to drive £78 billion in economic growth through new housing, regeneration, and connectivity across the Oxford to Cambridge Growth Corridor.
About the Role
The Counter Fraud Lead plays a pivotal role in managing fraud, bribery and corruption (FBC) risks for East West Rail. The successful candidate will:
- Devise, manage, and implement the organisation’s counter fraud, bribery and corruption strategy
- Develop organisational capability, ensuring staff possess the skills and competency to uphold anti-fraud policies and respond effectively to risks
- Actively identify and integrate best practice in FBC prevention, applying lessons across EWR operations and delivery partners
Key responsibilities include:
- Maintaining a detailed understanding of fraud, bribery, and corruption risks
- Communicating risks transparently to the Board and Audit & Risk Committee (via designated accountable executive)
- Developing fraud awareness across the organisation while managing operational limitations
Key Duties & Responsibilities
Counter Fraud Strategy & Policy
- Develop, implement, and refine the organisation’s fraud strategy and policies, aligning with Government Functional Standards and cross-government priorities
- Translate strategic objectives into actionable plans and assurance measures
- Provide senior leadership with risk analysis, control recommendations, and emerging threat intelligence to inform decision-making
Counter Fraud Operations
- Conduct fraud risk assessments, evaluating inherent, residual, and emerging risks alongside control effectiveness
- Embed fraud prevention mechanisms within business processes, advising Commercial, Finance, Risk and operational teams
- Collaborate on fraud awareness training, fostering a proactive culture against fraud
- Monitor preventive measures and propose continuous improvements
- Produce horizon-scanning intelligence to identify new fraud threats

Governance & Reporting
- Maintain oversight of fraud risks, ensuring board-level reporting to Audit Committee and senior leadership
- Lead the Fraud Risk Assessment (FRA) framework, verifying risk mitigation and controls
- Present clear, actionable insights via performance reports and trend analyses
- Manage confidential case records while ensuring legal, data protection compliance
Collaboration & Stakeholder Engagement
- Serve as a trusted fraud advisor to executive teams and operational leaders
- Align with strategic priorities, overseeing supply chain and partner compliance
- Liaise with external stakeholders, including auditors, insurers, investigators, and law enforcement as needed
- Support disciplinary proceedings, civil recovery actions, or contract enforcement post-investigation
Skills, Knowledge & Experience
Essential Criteria
Experience & Knowledge
- Proven counter fraud expertise, with experience in strategy, policy, and stakeholder engagement
- Ability to design and implement fraud prevention reforms, improving corporate control maturity
- Deep understanding of fraud risk frameworks and methodologies
- Experience working across organisational boundaries, integrating FBC measures with internal/external stakeholders
- Qualifications recognized by industry e.g. Accredited Counter Fraud Specialist (ACFS), CIPFA Certification, or equivalent

- Strong analytical, financial, and contractual interpretation skills
- Excellent written and verbal communication for reporting and training

Advanced Experience
- Background in central government, with GovS 013 (Counter Fraud) standard experience
- Leadership in scaling counter fraud capability in complex environments
- Collaborative experience with Highways England / Hauptcontractoren, including oversight principles
- Reporting expertise for assurance frameworks (e.g. Public Sector Fraud Authority, Cross-Government Returns)
Specialist Training
- Government Counter Fraud Profession affiliation
- History of fraud/bribery/training delivery for employees or partners
Industry-Specific Knowledge
- Familiarity with construction sector fraud and associated supply-chain intricacies
- Hands-on study (or leading) investigations into fraud corruption claims
