Counter Terrorism Prepare Officer - CTPSW
Counter Terrorism Policing South West (CTPSW) – contingency planning support officer
Join Counter Terrorism Policing South West and play a critical role in strengthening regional resilience against evolving threats. As a key member of the team co-ordinating Counter Terrorism preparedness, you will design, deliver, and evaluate counter-terrorism (CT) exercises while ensuring effective implementation of national contingency plans at a regional level. This role involves fostering collaborative partnerships across Civil Contingencies Act (CCA) Category 1 responders and Joint Emergency Services Interoperability Principles (JESIP) partners to enhance readiness, interoperability, and collective response capabilities in the South West.
About the Role
This part-time (18.5 hours per week) position offers flexibility, including a mix of home and office working, with negotiated working days. The role may involve travel between:
- A base location in the Bristol/Taunton area (under 45 minutes from central Bristol or Taunton by car/public transport)
- A secondary location on the edge of central Bristol
- Occasional overnight stays (due to logistical requirements, a full UK driving licence is essential)
Due to the high-stakes nature of the work, this role requires: ✔ Security clearance ( Enhanced Security Check (eSC) Level or willingness to undergo Developed Vetting (DV) upon appointment) ✔ British nationality (some dual nationals may be ineligible), with checkable UK residency of at least 5 years prior to application ✔ Discretion and confidentiality in handling sensitive intelligence material ✔ Willingness to travel regionally and nationally, with restricted access to certain countries as part of security protocols
Key Responsibilities
Contingency Planning & Risk Assessment
- Assess risks of emergencies to inform contingency planning.
- Coordinate receipt and assessment of national tasking from:
- Deputy Assistant Commissioner (Special Operations) (DACSO)
- National Coordinator for Protect & Prepare via NaCTSO Messaging & Security Review Committee (extraordinary meetings).

National & Regional Coordination
- Oversee the development, maintenance, and review of National CT Contingency Plans, ensuring alignment with the NPRAS (National Policy Review on Resilience) process.
- Foster a nationally consistent but regionally tailored approach with:
- National CT capabilities
- CCA Category 1 responders
- JESIP partners and other agencies.
Exercise Design & Evaluation
- Create and deliver emergency response exercises to:
- Support the National Operational Development Unit (ODU)
- Validate regional learning, training, and exercising (LTE) resources
- Complement HSG/ODU national exercise programmes
- Conduct post-exercise debriefings to:
- Identify Protect & Prepare performance successes
- Extract lessons learned
- Review relevant plans, guidance, and arrangements.
Public Communication & Liaison
- Support the NCOM (National Coordinators Oversight Meeting) by ensuring:
- Public information systems for civil protection matters are operational
- Effective warning, informing, and advising the public in CT incidents/emergencies.
- Facilitate Protect & Prepare Liaison Officer (PaPLO) duties to coordinate:
- Joint NaCTSO & NPSA (National Protective Security Authority) PIIE (Post Incident Information Exploitation) processes
- Secure information-sharing systems for sensitive data and intelligence.
Cross-Agency Collaboration
- Build and maintain effective relationships with police forces, public/private/voluntary sector organisations, and regional P&P leads.
- Work closely with JESIP partners and deputy CT burden-shifting leads to align regional and local strategies.
Additional Duties
- May undertake unanticipated tasks commensurate with the role, including post-incident support.
Essential Qualifications & Experience
Training Commitments
- Willingness to complete NaCTSO & ODU designated training leading to:
- City & Guilds Professional Recognition Award (PRA) in counter-terrorism.

Subject-Matter Knowledge
- Demonstrated understanding of:
- UK CONTEST Strategy
- Civil Contingencies Act 2004 responsibilities (especially for CCA Category 1 responders)
- JESIP Doctrine
Professional Experience
- Prior experience in:
- Writing, exercising, or debriefing emergency/terrorism contingency plans
- Dynamic project planning under tight deadlines
- Multi-agency collaboration, including decision-making with police staff across ranks/grades
- Proficiency in confidential information handling and adaptive communication (verbal/written).
Technical Skills
- Full UK driving licence (for frequent travel, including overnight requirements).
- Microsoft Office Suite expertise (Advanced use of PowerPoint, Word, Excel).
Desirable Qualifications & Experience
- Project management qualifications (e.g., Prince2, PRINCE2 Agile).
- Certified debriefer training (for post-incident analysis).
Security & Vetting Requirements
Due to the sensitive intelligence material accessed daily, this role requires: ✅ At least a 5-year ‘checkable history’ in the UK (preferably recent residency). ✅ British nationality (some dual nationals may be excluded). ✅ Probity and security clearance, including:
- Police Management Vetting (MV) at time of application.
- Enhanced Security Check (SC(e)) clearance before joining.
- Willingness to undergo Developed Vetting (DV) if needed post-appointment.
- Note: Applicants with associations to restricted travel zones may experience delayed processing or employment offer rescission.
