Culture & Creative Health Evaluation Lead Grade 12 | Salary range: £50,085–£52,194 p.a. Fixed Term (2 years) / Secondment (1 year with extension option) 36 hours per week | Croydon
About the Role
We are seeking a passionate and proactive Evaluation Lead to join the Culture & Creative Health teams at Croydon Council.
This role will focus on leading evaluation for two key programmes, ensuring robust evidence-based frameworks to measure impact and improve outcomes. The Culture & Creative Health Evaluation Lead will assess the success of both initiative strands and play a critical role in aligning data with strategic goals.
Key Responsibilities
Evaluation & Impact Assessment
- Oversee evaluation across the Creative Health and Cultural Activations programmes.
- Develop, implement, and refine evaluation frameworks to measure impact on residents, partners, and beneficiaries.
- Collect, analyse, and report on data from events, interventions, and community engagement activities.
- Engage with community, arts, health, and social care partners to evaluate sector growth and experiences.
Cultural & Creative Health Evaluation (Public Health Aligned)
- Assess the Creative Health Network, including:
- Networking/APIs (170+ members)
- Grant schemes for Creative Health events
- Targeted interventions addressing local health priorities
- Advocacy efforts linking with health, social care, and other partners
- Measure resident impact while supporting growth in the Creative Health sector.
- Provide expertise in data translation to ensure findings are communicable across sectors.
Cultural Activations & Town-Centre Regeneration
- Evaluate annual festivals, events, grants, public realm interventions, and community regen programmes.
- Analyse high street data and cultural engagement metrics to track economic and social influence.
- Collaborate with artists, local businesses, and stakeholders to identify and improve engagement strategies.
Monitoring & Reporting
- Lead on-the-ground data collection (surveys, participant feedback, attendance analytics).
- Advise and train funded partners on evaluation best practices.
- Report to funders on programme results, ensuring alignment with business strategies.
- Manage cross-programme reporting efficiencies in a small team environment.

Innovation & Methodological Adaptability
- Adapt evaluation methods to suit diverse projects while ensuring rigorous, ethical data collection.
- Leverage analytical and digital tools to process complex datasets and relationships.
- Proactively identify gaps and suggest improvements to evidence-informed decision-making.
Partnership & Advocacy
- Strong relationships with community groups, cultural organisations, healthcare providers, and local authorities.
- Translate data into tailored communications for non-technical audiences (e.g., health, social care, policymakers).
- Represent Croydon Council in partnerships and sectors where arts/creative health meets health/social care interests.
Requirements & Experience
Essential
✅ hemical knowledge of cultural and creative health evaluation, with practical experience in community settings. ✅ Sharp analytical skills and comfort working with diverse data sources (qualitative, quantitative). ✅ Digital fluency, including familiarity with reporting software (e.g., Qualtrics, Tableau), analytics tools, and databases. ✅ Experience in evaluation design and data collection, including workshops, surveys, and participant feedback frameworks. ✅ Experience working with intersectoral teams, particularly between arts, health, and social care partners. ✅ Relationship-building & advocacy skills to engage with communities and decision-makers. ✅ Ability to train and support partners in evaluation practices, ensuring consistency across projects. ✅ Must demonstrate initiative and independent working in a small team setting.
Preferred
🔹 Formal qualifications or certifications in evaluation/fundraising/programme management. 🔹 Experience in information NFTEs, local government, or health-related sectors. 🔹 Understanding of equality, diversity, and inclusion (EDI) in programme evaluation.
