Curriculum Reformer (V Levels & A Level Implementation Program Manager)

South Hampshire College Group


About the Role

This is a rare and exciting opportunity to lead curriculum reform across a college group. South Hampshire College Group (SHCG) are launching V Levels for the first time, alongside a new A Level programme at Fareham College from September 2027. This will extend into further V Levels and reformed Level 2 qualifications from 2028.

We are seeking an experienced curriculum development expert to plan, deliver, and implement this strategic vision, working across multiple programmes, sites, and reform timelines.

Key Responsibilities

You will:

  • Lead curriculum reform—design and implement innovative V Level and A Level models that align with national post-16 reforms.
  • Set academic and technical progression pathways to meet learner needs, local labour market demands, and strategic Group priorities.
  • Oversee planning, rollout, and evaluation of new qualifications, ensuring sustainability, strong learner outcomes, and financial viability.
  • Build cross-functional working groups to support curriculum, delivery quality, student experience, and recruitment objectives.
  • Collaborate with employers, schools, local partners, and awarding bodies to ensure curriculum relevance and responsiveness to workforce needs.
  • Engage with senior leadership to provide strategic recommendations on curriculum planning and campus specialisms.
  • Ensure full compliance—regulatory, awarding body, and Ofsted expectations will be met for all new programmes.
  • Support staff development—equip teaching staff to deliver new qualifications effectively.
  • Work with marketing and admissions to create compelling recruitment strategies, clearly communicating learner pathways and progression.
  • Manage curriculum projects using structured methodologies, tracking risks, timelines, milestones, and reporting to senior leaders.

  • Maintain constructive external stakeholder relationships (schools, employers, local authorities, awarding bodies).

Requirements & Skills

You must: ✅ Have strong expertise in both vocational and academic post-16 qualifications, including familiarity with recent policy changes. ✅ Demonstrate excellent project management skills—ability to multitask, manage deadlines, and work across multiple project streams. ✅ Engage effectively with stakeholders (internal staff, students, external partners) at board and senior leader levels. ✅ Work with education data— analysing trends in student applications, retention, and achievement. ✅ Be comfortable presenting to leadership teams and translating complex reforms into learner-focused messaging for recruitment. ✅ Understand curriculum design for mixed study programmes—acknowledging the need for pastoral and enrichment support to maximise student experience.
