Curriculum Quality Lead – Sandwell Adult and Family Learning Service
Sandwell Adult and Family Learning Service (SAFL) is seeking a dynamic and confident Manager to lead a team of tutors, ensuring outstanding performance and developing their existing curriculum program. This is a full-time, strategic role within Sandwell Metropolitan Borough Council (SMBC), ultimately supporting residents in achieving nationally recognised qualifications and career progression.
About the Role
SAFL is a well-established service operating under an Adult Education Budget (AEB) contract from the West Midlands Combined Authority. They deliver programmes to over 1,600 learners across Sandwell, offering both accredited qualifications and non-accredited courses in various community locations.
The Curriculum Quality Lead will play a critical role in maintaining high teaching and learning standards. This is an opportunity for a highly motivated professional to:
- Lead and develop teams in specialist curriculum areas.
- Oversee provision across three main learning centres and outreach venues, including schools and community settings.
- Align curriculum delivery with organisational objectives and priorities.

Team Leadership & Development
- Manage and mentor established staff and part-time tutors to ensure high-performing curricula.
- Foster a culture of continuous improvement and excellence in teaching.

Curriculum & Delivery Management
- Ensure comprehensive planning of courses, balancing region-wide and flexible (outreach) delivery models.
- Work closely with subject specialist quality leads to enhance course offerings.

Quality Assurance & Compliance
- Engage in internal and external quality assurance (including Ofsted’s Education Inspection Framework (EIF)).
- Be proficient in moderation, standardisation, RARPA (Recognition of Prior Achievement), and SAR (Subject Area Review).

Staff Recruitment & Support
- Recruit, support, and manage tutors to maintain performance excellence.
- Oversee progression towards nationally accredited certifications.
Requirements
The successful candidate must meet the following minimum qualification criteria:
- Level 5 Qualification in the Teaching of Adults (e.g., DTLLS).
- Level 4 Subject Specialism in the curriculum area being managed.
- Internal Quality Assurance qualification (Level 4 IQA).
- Level 2 Certifications in English, Maths, and ICT (unless teaching one of these subjects or eligible for Level 5 subject specialisation).

Key attributes include:
- A proven track record developing curriculum programs responsive to stakeholder needs.
- Evidence of coordinating career progression aligned with education priorities.
- Field-specific experience in adult education, ideally in employability, family learning, or tailored learning programmes.
Working Arrangements
- This is a 37 hours per week position with daily travel required between centres.
- Mileage will be reimbursed following SMBC’s approved scheme.
