Role: Cyber Operating Model Transformation Lead

Location: London, UK - Hybrid
Type: Contract-Inside IR35

Job Description

We are seeking an experienced Cyber Operating Model Transformation Lead to assess, validate, and help refine our cyber security operating model. This role will work across Cyber, IT, and business stakeholders to evaluate the current state, identify gaps, and ensure the proposed future-state operating model is fit for purpose.

The successful candidate will combine strong consulting, operating model design, and stakeholder engagement experience with a solid understanding of cyber security functions.

Key Responsibilities

Stakeholder Engagement Discovery

  • Conduct structured interviews and workshops across Cyber, IT, and business teams
  • Facilitate sessions to capture current challenges, pain points, and improvement opportunities
  • Build an evidence-based view of current ways of working (what works vs what doesn't)

Current State Assessment

  • Analyse stakeholder input to identify systemic issues, inefficiencies, and risks
  • Map current processes and engagement models (e.g., project lifecycle, service delivery, demand intake)
  • Identify duplication, gaps, and unclear responsibilities across Cyber and IT

Future State Validation

  • Assess the proposed cyber operating model against identified issues and stakeholder feedback
  • Validate whether the model addresses current gaps and organisational needs
  • Highlight risks, dependencies, and areas requiring refinement

Process Definition Documentation

  • Define and document core cyber processes including:
    • Engagement with IT and business stakeholders
    • Project lifecycle support
    • Service catalogue and delivery model
    • Demand and capacity management
    • Governance, risk, and escalation pathways
  • Produce high-quality artefacts:
    • Process maps (e.g., BPMN)
    • RACI matrices
    • Service workflows
    • Operating model documentation

Recommendations Reporting

  • Develop clear, actionable recommendations to strengthen the operating model
  • Present findings and options, including trade-offs, to senior leadership
  • Support alignment and buy-in across Cyber and IT stakeholders

Key Deliverables

  • Stakeholder interview summary and insights report
  • Current state process maps and pain point analysis
  • Future state gap assessment
  • Documented core cyber processes and service model
  • Final recommendations pack and leadership presentation

Key Skills & Experiences

  • 8-15 years experience in technology or cyber transformation roles
  • Business Analyst in IT, Cyber Operating Model transformation
  • Proven experience designing and implementing Target Operating Models (TOMs)
  • Strong understanding of cyber security functions (e.g., security operations, risk governance)
  • Experience working across IT operating models (ITIL, Agile, DevOps)
  • Excellent facilitation and stakeholder engagement skills, including senior leadership
  • Strong documentation capability, process mapping, service design, governance models
