The Opportunity: Cyber Talent Capability Manager

Team: Government Digital, Data & Cyber Workforce and Capability – Development and Partnering Scope: Expertly guiding cross-government cyber talent strategy to build a sustainable cyber profession. You’ll shape capability frameworks, align to Cyber Action Plans, and drive program success in collaboration with partners.

Key Responsibilities

Support and deliver on cyber talent programs, rooted in Cyber Strategy & Action Plans. You will:

  • Deliver cyber skills planning, capacity maps, and talent programmes aligned to government priorities, including blueprint frameworks and Service Standards.
  • Monitor supplier performance and contribute to procurement activities, ensuring governance and compliance.
  • Maintain accurate talent data (trends, progress, impairments) and provide actionable insights for decision-making.
  • Foster collaboration across Government, Private Sector, and academia to bolster partnership culture.
  • Position stakeholder alignment (internal and external) and ensure all activities are user-centric and fit-for-purpose.
  • Contribute to events & workshops, synthesizing learning from early initiatives and informing future programmes.

Person Specification

Essential Criteria

We seek candidates with demonstrated experience in:

  • Managing a capability/talent strategy or programme, tracking priorities, risks and dependencies (critical)
  • Stakeholder mapping and communication – inclusive, collaborative, and adaptable to differing needs.
  • Collaborative success – self-driven ambition in team settings to resolve or mitigate challenges.
  • Relevant HR/talent or programme delivery experience (ideally cross-government capability development).
  • Ability to analyse data for programme health, performance tracking, and informed decision-making.
  • Proven improvement contributions, whether in processes, products or service design.
  • Awareness or application of delivery management methods (Agile, P3M3, etc.).

Desirable Criteria

  • CIPD Level 3 qualification (strongly preferred but willing to complete).
  • Formal training or learning in digital inclusion and diversity.
