Job summary

The Government Digital Service (GDS) is the digital centre of government. We are responsible for setting, leading and delivering the vision for a modern digital government.

As part of the team, you will help shape the future of cyber talent strategy and capabilities, providing vital insights that support cross departmental policies, standards, and strategies.

We're entrusted with devising strategies and delivering results for a community of 30,000+ digital and cyber innovators, aspiring talent, and the broader civil service. Our commitment extends to fostering an inclusive, supportive, and dynamic culture where individuals thrive and excel.

We are responsible for:

  • Delivering the cross-government Blueprint for modern digital government and Cyber Action Plan.
  • Digital, Data and Technology Strategy and Standards, like the Technology Code of Practice, the Service Standard and Open Standards
  • Cross-government performance and assurance, including Spend Controls
  • Government Digital and Data Capability Framework and the Cyber Capability Framework

This role sits in the Development and Partnering team, within the Government Digital and Data and Cyber Workforce and Capability team, within GDS.

We put the right conditions in place to achieve Government Digital, Data and Cyber transformation at scale by working with departments cross government, and other government functions like commercial and project delivery professionals.

You will support the delivery of cyber talent and capability programmes across government, contributing to the development of a strong and sustainable cyber profession.

Working with colleagues and stakeholders, you will help deliver key priorities aligned to the Cyber Action Plan and wider talent.

You will play an important role in supporting programme delivery, maintaining talent data, and ensuring activities are delivered effectively and meet user needs.

Person specification

As a Cyber Talent Capability Manager, You Will

  • Support the delivery of cross-government cyber talent and capability programmes, ensuring activities are delivered on time and to quality standards
  • Assist with procurement and contract management activity, supporting monitoring of supplier performance
  • Contribute to delivery planning, maintaining plans and tracking progress against milestones
  • Build and maintain effective relationships with delivery partners and internal stakeholders
  • Support agile delivery practices, contributing to iterative improvements and user-focused outcomes
  • Assist with governance and reporting, preparing updates and highlighting risks or issues
  • Contribute to continuous improvement by identifying lessons learned and supporting improvements
  • Support the planning and delivery of events and workshops to engage stakeholders
  • Work with data to track performance, identify trends, and support decision-making

Essential Criteria

We are interested in people who have:

  • Experience supporting delivery of capability or talent programmes, contributing to managing priorities, milestones and dependencies (Lead)
  • Good communication skills, with the ability to work effectively with stakeholders at different levels
  • Ability to work collaboratively in a team and take a proactive approach to resolving issues
  • Experience or exposure to HR, talent, or programme delivery (early talent or cross-government desirable)
  • Ability to use data to track progress and support decision-making
  • Experience contributing to the design or improvement of processes, products or services
  • Awareness of delivery management or programme delivery approaches

Desirable Criteria

  • CIPD Level 3 (or willing to obtain)
