About the Role

This is an exciting opportunity for a colleague who is passionate about data to take on a high-impact role within the Corporate Performance Team. As our Data Analyst, you will play a central part in transforming how Plymouth City Council uses data to improve services for residents.

You will report to the Senior Performance Advisor and work collaboratively with colleagues and subject matter experts across all directorates, leading on data strategy, business intelligence and innovative analytical solutions.

Key Responsibilities

This role is wide-ranging and genuinely varied. Your key responsibilities will include:

  • Leading the vision and strategy for how the Council collects, manages and leverages data across all directorates (30% of role).
  • Designing and delivering innovative, interactive data solutions including predictive analytics, modelling and Power BI dashboards and embedding best practice in data management (40% of role).
  • Mentoring and training colleagues to build data literacy and help them get the most from data systems (10% of role).
  • Supporting wider corporate digitalisation initiatives and the Senior Performance Advisor on key performance management and improvement projects (20% of role).

What We're Looking For

Essential

  • A degree in Data Science, Data Analytics, or equivalent experience gained through professional practice in data management and innovation.
  • Experience of project managing data or digital products.
  • Strong Power BI skills — able to build effective, user-friendly visualisations.
  • Experience collating, analysing, interpreting and graphically presenting data, and developing data management systems.
  • Ability to develop and apply predictive models to support evidence-based decision making.
  • Experience of training or coaching staff in data tools and processes.
  • Knowledge of data management legislation, policy and quality assurance processes.
  • Strong communication skills — able to present complex technical information clearly to non-technical audiences.
  • Ability to work independently, plan workloads effectively and lead on delivery of project outputs.

Desirable

  • Knowledge of local government service delivery across different directorates.
  • Experience working in or with local government (employed or as a volunteer).
  • Experience of writing policies or procedures or supporting data gathering for formal service assessments or reviews.

This role is suitable for flexible working subject to the needs of the service.
