Development Consultant – Data and Digital Skills (Associate Role)
About the Role
Are you interested in supporting the development of qualifications in Data and Digital Skills? We’re seeking Development Consultants to join our growing network of associates, offering the opportunity to contribute part-time alongside your current role.
This flexible role provides:

- A chance to collaborate with City & Guilds experts on diverse projects
As a Development Consultant, your work will span multiple aspects of the qualification lifecycle, including:
- Content scoping – Shaping qualification structures, unit designs, and assessment models
- Technical authoring – Writing unit content, assessment papers, and sample materials (e.g., multiple-choice questions, practical assessments, portfolios)
- Review and oversight – Scrutineering assessments, reviewing content against standards, and ensuring alignment with regulatory guidelines

Key Responsibilities
- Develop and refine qualification specifications, ensuring they meet industry needs and compliance requirements
- Draft assessments (MCQs, knowledge tests, competency-based tasks, discussions)
- Review and validate content through structured panels or as a scrutineer
- Map qualifications against existing standards or frameworks
- Collaborate with stakeholders to align development projects with user and regulatory needs

Person Specification: Required Experience
We’re looking for candidates with expertise in:
Core Technical Skills
- Data analysis & decision-making: Using data from diverse sources to support conclusions
- Cyber security awareness: Applying security protocols and detecting security risks
- Digital systems development: Configuring and assuring systems for user needs
- Digital solution design: Breaking down user requirements and proposing solutions
