HMRC’s Fraud Investigation Service (FIS) is responsible for leading the department’s civil and criminal investigations. Within FIS sits Covert Operations, Digital Exploitation (CODE), which specialises in providing investigative tools, covert techniques, and cutting-edge technology to support law enforcement and government in combating tax evasion, cyber threats, and financial crime.
Working at the forefront of digital investigations, you’ll collaborate across Law Enforcement, intelligence teams, and external partners to develop scalable data solutions, forensic tools, and advanced analytical platforms.
Job Description
As a Data Engineer in Capability Development, Infrastructure & Innovation at CODE, you’ll play a critical role in fighting serious and organised crime while delivering ** tangible financial impact**. Your work supports high-profile investigations, helping recover and protect hundreds of millions of pounds annually.
Key Responsibilities
Your core duties include:
- Developing secure, well-tested software that aligns with user needs while adhering to legal and law enforcement frameworks.
- Improving and implementing best practice guidelines in software development.
- Coaching and mentoring junior colleagues across CODE in technical and analytical processes.
- Monitoring, maintaining, and troubleshooting production systems to ensure reliability.
- Designing and integrating scalable system components, enhancing overall data infrastructure.
- Providing technical support, training, and guidance to investigators on tool deployment.
- Building strong partnerships with external stakeholders, industry experts, and R&D teams.
- Driving innovation to meet evolving investigative challenges in financial crime, cyber threat, and fraud prevention.

Person Specification
Must possess the following characteristics and technological skills:
Essential Criteria
You will:
✔ Identify user requirements and translate them into effective software designs. ✔ Take ownership of complex technical challenges, breaking them down for delivery across tight project timelines. ✔ Have strong Python development experience, including:
- Core programming,
- Testing (automated test creation) ✔ Apply advanced data manipulation techniques, such as:
- Filtering, aggregation, transformation,
- ETL processes. ✔ Demonstrate self-motivation in a project-driven environment. ✔ Work within Agile and Continuous Integration/Continuous Deployment (CI/CD) practices.
Key Technical Skills
- Distributed computing frameworks (e.g., Apache Spark)
- Cloud infrastructure & services (AWS)
- Containerisation & orchestration (Docker, Kubernetes)
Technical Assessment
During the application process, candidates will complete an assessment including:
- A 20-minute technical presentation addressed during an interview.
- Follow-up technical questions focused on specific tools (Python, ETL, Cloud) and frameworks.

Selection Process
Initial Sift

✅ Residency & Vetting: • UK residency of 5 years required for Security Check (SC) clearance (mandatory for HMRC roles). ✅ Sponsorship: Not available for Skilled Worker Visa – UK nationals only. ✅ Security Checks: All applicants must complete National Security Vetting (NSV) at pre-employment.
Further Processes
• Hybrid Office Presence: 60% of time office-based, flexible days subject to role and operational needs. • Reserve List: Names held for 12-month appointments to similar roles. • Customer-Facing Skill Test: If applicable, communication skills assessed (English or Welsh).
