Data Protection Specialist – Grade 7

£52,000 - £68,000 + benefits & highly flexible working (London, Glasgow, or Cardiff)


About the Role

Ofgem is seeking a highly capable and motivated Data Protection Specialist (Deputy Data Protection Officer) to play a critical role in safeguarding one of the UK’s most sensitive and complex data environments.

In this senior specialist role, you’ll operate at the heart of Ofgem’s legal and regulatory framework, providing expert data protection advice, overseeing compliance, and acting as a key cross-organisational interface. This position offers the opportunity to:

  • Build a high-performing data protection team
  • Operate in a fast-paced, high-demand regulatory environment
  • Support the Data Protection Officer (DPO) and senior security leadership
  • Engage widely across business units, legal teams, delivery functions, and government stakeholders

As Ofgem evolves, this role is integral to its digital and data transformation, ensuring compliance, governance, and best practices in data handling while shaping the future of regulatory technology.


Key Responsibilities

Legal & Advisory

  • Provide expert legal advice on data protection matters, ensuring compliance with:
    • UK GDPR
    • Data Protection Act
    • Related legislation
  • Represent Ofgem in handling legal and regulatory queries, including engagement with the Information Commissioner’s Office (ICO)
  • Support submissions, reports, and returns to the Cabinet Office and central government bodies

Data Protection & Compliance Oversight

  • Lead and support DPIAs (Data Protection Impact Assessments)
  • Manage ROPAs (Records of Processing Activities), including annual returns
  • Oversee data-sharing agreements and compliance frameworks
  • Ensure robust governance across highly sensitive datasets, including:
    • Pricing data
    • Market-sensitive information

Incident & Risk Management

  • Oversee and advise on data breach management
  • Support incident response and reporting, ensuring compliance and escalation
  • Work closely with security teams for alignment with risk mitigation strategies

Freedom of Information (FOI) & Subject Access Requests (SARs)

  • Provide legal oversight and guidance on FOI requests and SARs
  • Collaborate with FOI teams to ensure statutory compliance and timelines

Cross-Organisational Collaboration

  • Operate in a matrix management environment, engaging with:
    • Project Managers & Senior Responsible Owners (SROs)
    • Security Architects, Security Managers, and Business Continuity teams
    • Delivery, corporate services, and business owners
  • Embed privacy-by-design principles into project delivery from the outset

Governance & Sign-Off

  • Support the DPO and Deputy CISO in preparing materials for formal sign-off and assurance processes
  • Contribute to organisation-wide data protection policies, including frameworks for:
    • AI and emerging technologies

What We Are Looking For

Ofgem requires a highly analytical, resilient, and independent professional who thrives in a complex regulatory environment. This role is ideal for someone with:

  • A legal background (degree or equivalent experience) or extensive SOLE practice
  • Significant experience in data protection, compliance, or information governance
  • Strong judgement, influence, and leadership abilities
  • Regulatory experience (Government/private sector a plus but not mandatory)
  • The ability to operate in urgency, balancing legal advisory, governance, incident response, and high-profile FOI/SAR cases
