Hours of Work: 37.5 hours per week; Monday-Friday - 09:00-17:00 with some flexibility.

Location: Hybrid-Working, requirement for initial travel to Cardiff Hub, 18 Park Place, Cardiff, CF10 3DQ; dependent on successful applicants location the closest work hub can be agreed from our services across Wales.

Purpose of Role

The Wallich is committed to improving outcomes for people affected by homelessness across Wales. The Data and Quality Manager will lead the organisation's Data Strategy, ensuring data, quality assurance, and insights are used effectively to improve services, inform decision making, and demonstrate impact. Reporting to the Head of Business Systems, the postholder will lead on data, quality, organisational assurance, reporting, and continuous improvement, helping managers at all levels use reliable information and evidence to deliver the best possible outcomes for the people we support.

Duties

  • Lead the development, implementation and continuous review of The Wallich's Data Strategy, working with senior leaders, managers and stakeholders to assess organisational data maturity, identify priorities, establish a data improvement roadmap and ensure data supports strategic objectives, service delivery and decision-making.
  • Develop and maintain organisational frameworks for data governance, data quality and information management, including standards, policies, data ownership arrangements, reporting principles, data dictionaries and documentation that promote consistency, accuracy, completeness, validity and timeliness of information.
  • Work collaboratively with managers, system owners and Business Systems colleagues to improve data capture, recording practices, business processes, system utilisation and reporting capability, helping to embed a culture of high-quality data across the organisation.
  • Lead the development and management of organisational performance information, including KPIs, dashboards, management information, outcome measures and reporting frameworks that provide meaningful insight into operational performance, service quality and organisational impact.
  • Prepare, analyse and present clear, accurate and timely information and insight for managers, directors, trustees, funders, commissioners and external stakeholders, supporting evidence-based decision-making, strategic planning and performance management.
  • Lead and coordinate organisational data and quality assurance activities, including support for audits, inspections, commissioner reviews, accreditations and outcome evaluation processes, ensuring appropriate evidence, records and assurance information are maintained and available.
  • Support the design, implementation and continual improvement of organisational quality assurance and performance management frameworks, ensuring compliance with organisational requirements, contractual obligations, regulatory expectations and recognised sector standards.
  • Provide professional leadership, advice, training and support on data quality, governance and quality assurance, building organisational capability in data literacy, the effective use of information, recognised good practice, quality frameworks and digital transformation opportunities.
  • Deputise for the Head of Business Systems when required and undertake other duties appropriate to the grade and scope of the role; and line manage staff where applicable.
