DCO Engagement & Consultation Manager
Job Summary
The DCO Engagement & Consultation Manager supports the Senior DCO Engagement & Consultation Manager in planning, managing and delivering stakeholder engagement and statutory consultation for the Heathrow West Development Consent Order (DCO) programme.
The role ensures community and technical stakeholder engagement and consultation activities are delivered in accordance with project objectives, contractual requirements, the Planning Act 2008, programme milestones and Bechtel governance.
The DCO Engagement & Consultation Manager is also responsible for day-to-day project management, integration and oversight of the activities delivered by third-party consultation consultants.
Major Responsibilities
Programme Management
- Manage day-to-day activities of the Consultation and Engagement team and the delivery of the engagement and consultation program.
- Ensure engagement and consultation requirements are coordinated across project disciplines to support the DCO programme.
- Monitor programme performance, schedule, risks and deliverables.
- Support the Senior DCO Engagement & Consultation Manager with programme planning and reporting.

Consultant Management
- Monitor consultant performance, programme, scope, and contractual deliverables.
- Review consultant outputs and ensure quality, consistency and compliance with project requirements.
- Manage consultant change requests and commercial matters in consultation with Project Control team.
Community & Technical Stakeholder Consultation & Engagement
- Ensure consultation activities are integrated with engineering, environmental, planning and land workstreams to effectively identify and manage issues, facilitate the efficient development of high-quality consultation materials and to provide timely stakeholder and community feedback.
- Manage delivery of statutory and non-statutory stakeholder engagement and consultation activities.
- Coordinate engagement with local authorities, statutory consultees, community stakeholders and elected representatives in collaboration with the consultation consultants and other members of the Heathrow West project team.

Governance & Reporting
- Monitor consultation progress, stakeholder risks and consultant performance.
- Maintain consultation governance, reporting, action tracking and performance dashboards.
- Ensure consultation records and deliverables are complete, auditable and suitable for DCO submission.
Risk & Quality Management
- Identify and manage stakeholder and consultation risks and issues.
- Coordinate mitigation strategies with consultants, technical teams and the client.
- Ensure consultation materials and reporting meet statutory requirements and Bechtel quality standards.
Relationship Management
- Build effective working relationships with Heathrow West project team, consultation consultants and statutory consultees and other technical and community stakeholders.
- Support senior stakeholder meetings and provide advice on engagement and consultation matters.
