Why This Role Matters

This role sits within the Debt Advice Development function, reporting to the Senior Debt Advice Innovation Manager. The role will support the development and delivery of commissioning-ready service models by shaping external partnerships, market insight, and sector understanding across the debt advice system.

The role contributes to the development pipeline by identifying and securing new funding opportunities. This includes establishing and coordinating new co-funding arrangements to deepen the impact of MaPS funded services. The role holder will translate sector engagement, delivery insight, and emerging needs into evidence that informs service development, innovation activity, and commissioning priorities.

The role plays a key enabling function in supporting MaPS’s major commissioning programmes for both community based and national services, by ensuring that services are grounded in real-world delivery, market capacity, partner capability. Supporting the transition of service insights and delivery models from pilots and development activity into scalable and sustainable service provision.

Job Description

Key responsibilities:

Supporting Commissioning and Development

  • Support the development of commissioning-ready service models by providing sector insight, market intelligence, and evidence on delivery feasibility, demand, and partner capability.
  • Work alongside the Senior Debt Advice Innovation Manager and Commissioning colleagues to support MaPS major commissioning activity, including community based and nationally accessible services. Informing funding approaches, service specifications, and commissioning priorities.
  • Contribute to the design and refinement of services by ensuring proposals reflect real-world delivery, sector capability, and system constraints alongside insights from the wider development team.
  • Support the development of commissioning pipelines by identifying emerging needs, service gaps, and opportunities for improvement across the debt advice system.

Identifying and Developing funding opportunities

  • Develop and maintain strong relationships with potential funders to be able to develop co-funding opportunities.
  • Co-ordinate new funding opportunities to provide for pilot activities, increase development funding or new partnerships across sectors.
  • Work with other government departments on funding opportunities including pilots and funding for new developments.
  • Represent MaPS in external forums and engagement activity, contributing to discussions on debt advice delivery and funding arrangements.

Supporting Innovation and Pipeline Development

  • Work closely with innovation and service development teams to ensure sector and delivery insight is embedded into pilot activities.
  • Support the transition of pilots and innovation activity into scalable services by contributing to funding and delivery models as well as implementation considerations.
  • Identify funding barriers and enablers to new products and developments adoption across the sector to maximise effective roll-out and sustainability.

Supporting Sector Capacity and Adoption

  • Support the development of sector capability by sharing insights, good practice, and learning from across the sector.
  • Work with providers and partners to understand how services are delivered in practice and identify opportunities for improvement.
  • Support activity that strengthens sector readiness for new services, funding approaches, and commissioning requirements

Cross-Team Collaboration & Development

  • Work within a matrix environment, collaborating with Innovation, Commissioning, Policy, Delivery, and Technology & Change.
  • Provide regular insight on market conditions, partnerships, and sector dynamics to inform strategic discussions.
  • Support alignment between development activity and commissioning priorities, ensuring a joined-up approach across MaPS.

Person specification

To excel in this role, you will need to demonstrate:

Essential

  • Experience working within the debt advice sector or a related field, with a strong understanding of delivery models and sector dynamics.
  • Experience supporting commissioning, funding, or service development activity within a complex or multi-stakeholder environment.
  • Strong stakeholder engagement and partnership development skills, with the ability to build relationships across organisations and sectors.
  • Ability to gather, interpret, and communicate market insight and sector intelligence to inform decision making.
  • Experience working collaboratively across functions to deliver shared outcomes.
  • Strong communication and influencing skills, with the ability to present complex information clearly.

Desirable

  • Experience working alongside commissioning functions or supporting service specification and funding design.
  • Experience generating new funding opportunities or establishing co-funding agreements
  • Familiarity with innovation, pilot activity, or test-and-learn approaches and how these translate into scalable services.
  • Experience engaging with delivery partners across voluntary, public, or regulated sectors.
  • Understanding of how policy, funding, and delivery interact within public service systems.
