Job Description

Defence Business Services (DBS), Financial, Procurement and Civilian People (FPCP) Services team provides expert information, advice and services to and on behalf of MOD business areas. It is responsible for payments to MOD suppliers and the invoicing for the provision of goods and services. It is also responsible for the provision of HR shared services including resourcing, pay, apprentice management and casework. In addition, it is responsible for generating debtors and creditors in the MOD financial management system.

At DBS FPCP, Order to Cash (OTC), we are responsible for processing Invoice requests from MOD branches to recover monies owed to MOD for goods/services provided. This is achieved through the managing of customer accounts to resolve disputes, hastening of payments, supporting vulnerable customers, setting up payment plans, complex debt casework and taking legal action. We also process receipts in multiple currencies to pay MOD for good/services.

This Executive Officer position sits within the OTC Debt Management Military Recoveries and Write-Off (DM Mil RWO) team and is integral to the team’s success in providing a Military Services interface between DBS, its commercial partners and customers for casework concerning overissues of Military Pay and Allowances, Bursaries, Armed Forces Pensions, Armed Forces Compensation Payments and War Pension Scheme Payments for all serving Military Personnel and Veterans.

What will the successful candidate be doing?

The successful applicant will work directly to HEO DM Mil RWO and will be responsible for all aspects of personnel casework involving the overpayments and undercharges of Military pay and allowances, bursaries, Armed Forces Pension Scheme, Armed Forces Compensation Scheme and War Pension Scheme, in accordance with specified limits of delegation.

They will have responsibility for authorising write-offs, where appropriate, of pay, allowances and pension overpayments, ensuring HM Treasury guidelines are accurately applied through Managing Public Money (MPM) guidance Joint Service Publications (754 and 462) in accordance business and IT processes.

They will maintain an up to date working knowledge of pay and pension policies and processes and be able to advise on the interpretation of regulations. They will apply subject matter expertise to the analysis, specification and delivery of personnel and pay services in support of Debt Management. They will also provide determinations in respect of casework and appeals with input to Ministerial Enquiries / Correspondence as required.

They will provide statistical data in accordance with Departmental requirements and ensure productivity measurements are achieved.

The successful applicant may also be required to fulfil Line Management responsibilities in accordance with Departmental guidance and timetable and will be expected to behave in accordance with Civil Service and DBS values and partnering principles in respect of this.

The DM Mil (R&WO) team is presently going through a transitional change, and we are developing new processes to meet the demands of the business. To be successful in this post, you will be an advocate for continuous improvement and will add to the existing culture of continuous improvement across the Debt Management function.

Essential:

  • Knowledgeable of Industry standard methods and tools (Word, Excel, etc.).

Desirable:

  • Experience of handling casework

Employment Hours

This position is advertised at 37 hours per week.

Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance.
