Salary: circa £57,792 and car allowance
Location: East Anglia area – Peterborough, Huntingdon, Lincoln, Colchester, Milton Keynes, Northampton or Norwich
Working Hours: Full-time 37 hours.

What You Will Be Doing
The Delivery Assurance Manager is a senior member of the IMR WR Leadership team, responsible for establishing an ISO principle compliant quality assurance model and then maintaining quality assurance and quality control accuracy. The role is accountable for working with the Head-of-IMR to design, implement and maintain the IMR WR quality assurance framework—covering KPI management, document control, quality processes, programme audits, management checks, and compliance monitoring.
The role requires visionary leadership style with excellent collaborative skills, to influence multiple stakeholders and impart a continual improvement attitude throughout the Alliance. It will require continual oversight of partner and central programme team delivery performance, ensuring governance standards across the Alliance are consistently monitored, controlled and assured.
The role must always remain independent of external influence and maintain demonstrable professional competency aligned to Alliance, AWS, and regulatory expectations.
The role oversees the effective implementation of the Three Line-of-Defence (LoD) assurance model, working with a Delivery Assurance Coordinator to provide a routine planned and reactive auditable programme assessment of all functions within the hub-and-spoke organisational design. It will need to support assurance of partner compliance to contractual obligations, and through all management levels, ensuring that everyone is working in accordance with the Alliance governance and performance requirements, using targets agreed through the Partner Management Group.

The role will be the owner of the Key Performance Indicator (KPI) methodology which inputs into the Contracted Annual Performance Indicators (API). This ensures that all IMRWR partners operate to clear standards, predictable delivery disciplines and a single version of the truth.
The assurance activity is risk based, independent, transparent and aligned with Anglian Water’s wider governance expectations. When required the Delivery Assurance team may also be used in an NEC Supervisor capacity to support the NEC ECC PM in evaluating allowable costs and supporting any defects management.
Key Responsibilities
- Own the development of an Integrated Quality Assurance and Quality control system, establishing quality related records, databases and systems used across IMRWR are accurate, controlled and maintained.
- To work on the capture and development of key areas of the Governance & Controls Handbook, developing supporting how-to-guides, process maps and facilitate the induction of new staff into the Alliance.
- To assist process owners within the Alliance to develop, quality check, modify their process in liaison with the Head of IMR-WR.
- Work Collaboratively with Alliance Programme and Partner SLT’s to support quality management system updates.
- Lead the delivery of an IMR-WR assurance programme, ensuring independence and clear audit standards.
- Oversee internal audits completed by technical teams and ensure they align to the published assurance plan.
- Work with the Data & Systems Manager to continually improve the communication of quality performance and trends.
- Promote continuous improvement across compliance, assurance, document control and planning standards.
Key Skills & Behaviours
- Extensive experience in Quality management e.g. auditing, process development, quality improvement.
- Able to apply principles of ISO requirements to practical situations to develop or maintain compliance.
- Extensive experience in the utility sector (water, energy, nuclear) or major infrastructure, with experience in managing complex, long-term construction projects.
- Significant operational delivery experience in Water Recycling Networks.
- NEC Certification: NEC3 or NEC4 Project Manager Accreditation is generally considered essential or highly desirable for the role.
- Successful completion of recognised Lead Auditor course.
- Specialist with depth and/or breadth of knowledge in Quality Improvement or programme management.
- Strong organisational, prioritisation and time management skills.
