Job Summary
As an important part of the Ministry of Defence (MOD), Defence Intelligence (DI) provides intelligence analysis, specialist outputs and advice that supports decision making across government. At the heart of DI is the National Centre for Geospatial Intelligence (NCGI).
The GEOINT Capability Lead underpins and enables NCGI activity by providing professional leadership and cadre management for Defence’s Imagery Analysts and DI’s Geospatial Analysts, ensuring adherence to professional standards, quality management, and the delivery of tailored GEOINT tradecraft training.
We drive GEOINT capability delivery and evolution, integrating across the Defence Lines of Development (xDLOD) and acting as the intelligent customer for NCGI-facing elements of the PICASSO programme. We conduct imagery collection management, including UK sovereign space-based collection via UK Space Command; provide digital geospatial data and services across Defence networks at all classifications, including through NCGI Earth; and assure IT and information service delivery to NCGI by DI Digital and Defence Digital.
The GEOINT Cap Lead Delivery Manager role is part of the wider Deliver Team, who are responsible for ensuring that products and services delivered to the end users are fit for use and deliver value to the business. The team are responsible for the development, management, and integration of Defence GEOINT capability, primarily that which the PICASSO programme delivers, across the NCGI enterprise. This role is primarily focussed on supporting the coordination and delivery of near-term & future GEOINT capabilities for the Defence Geographic Centre (DGC).
This role is advertised at 37 hours per week.
Job Description
Main Responsibilities:
Part of the GEOINT Capability Lead Deliver team and based at RAF Wyton, this Delivery Manager role supports and co-ordinates activity to integrate capabilities delivered by the Defence equipment programme for Geospatial Intelligence (GEOINT) (the PICASSO programme) into DGC. These are used by DGC to provide Defence with assured and authoritative geographic information (including maps, imagery and other digital geospatial data) for the Land environment.
Specifically, this role supports and co-ordinates delivery of the PICASSO Geographic sub-programme by acting as an intelligent customer and Assistant Product Manager, bridging between DGC end-users, the supply-side Delivery Team and contractors.
The enduring core role responsibilities include, but are not limited to:
Capability Management & Requirements
- Support the identification of user and system requirements, including obsolescence issues, for core NCGI GEOINT capability across the enterprise.
- Assist in the prioritization of high value task and champion continuous improvement and innovation.
- Identify and work with stakeholders including NCGI, capability sponsors, policy makers, intelligence partners, Delivery Teams and contractors to develop, maintain and manage NCGI GEOINT capability requirements.
- Liaise with Subject Matter Experts and wider stakeholders to ensure delivered GEOINT capabilities reflect and satisfy NCGI end user needs.
Programme & Project Management
- Support NCGI Programme and Project Management delivery by utilising both traditional and Agile methodologies.
- Assist in project planning, delivery, status reporting, evaluations and document reviews as required.
- Assist in co-ordinating and arranging collaborative meetings, tracking actions and ensuring business value is obtained on time, to required standards and that benefits are realised.
- Establish and respond to feedback mechanisms, removing blockers that affect delivery.
- Actively identify and address risks, issues and dependencies to maintain delivery momentum.
- Facilitate NCGI knowledge sharing across the GEOINT community.

Subject Matter Expertise
- Act as the knowledgeable point of contact and support for NCGI units and Delivery Teams, providing (or ensuring the provision of) business SMEs where necessary.
- Assist in ensuring the effective communication between technical and non-technical roles, help co-ordinate NCGI inputs as necessary and manage stakeholder expectations.
- Support technical exchange meetings, working groups and manage communications through most appropriate methods.
- Work with intelligence partners and the wider GEOINT community to maintain an NCGI centre of expertise on evolving GEOINT capability including technical awareness, community knowledge and methods of operation.
Product Management
- Help define product vision, goals, and roadmaps
- Attend and support Agile events including Inspect & Adapt, Stand-ups and PI planning.
- Utilise Agile tools to track progress and report performance.
- Engage with Product Owners and stakeholders to support prioritisation and management of the backlog
- Assist with translating ideas into clear product requirements or user stories

Person specification
We are looking for a motivated, forward thinking, and capable individual to help deliver projects supporting the geospatial community. Working closely with Defence Digital project managers in an Agile setting, you’ll utilise project management techniques, stakeholder and information management to ensure value is delivered.
The ideal individual will have good communication skills, both verbal and written as well as strong organisational skills and experience working within a project team. They will be able to communicate complex ideas in an easy-to-understand fashion and demonstrate knowledge of Agile project management methodologies.
Essential Criteria:
- Proven ability to support the delivery of digital or technology projects, including tracking progress against milestones
- Experience assisting with planning, scheduling, and maintaining delivery documentation
- Working knowledge of Agile methodologies, with experience supporting Agile ceremonies (e.g. stand-ups, sprint planning, retrospectives)
- Ability to communicate effectively with stakeholders, providing clear and timely updates on delivery progress
- Experience identifying, tracking, and escalating risks, issues, and dependencies
- Strong IT and organisational skills, with the ability to manage multiple priorities and workstreams
- Demonstrable ability to work collaboratively within multidisciplinary teams
- Understanding of digital delivery principles
Desirable Qualifications:
- APM, Agile Foundation/Practitioner or equivalent.
- ITIL Service Management Foundation
- SAFe Agile for Teams or Leading SAFe
