ESTAR Delivery Manager – Full-Time (Fixed Term)

If so, read on. We’re looking for an ESTAR Delivery Manager in the Employment and Skills team at East Sussex County Council.
About the Role
The successful candidate will lead employment and skills programmes for vulnerable individuals, designing learning pathways to sustainable work, and fostering partnerships that create life-changing opportunities. This is a critical full-time role on an 18-month fixed-term contract (extendable subject to funding).
Your mission is to:
- Coordinate and deliver impactful, tailored support for job seekers and learners
- Strengthen collaborations with partners, DWP, housing authorities, and accommodation providers
- Close disciplinary gaps in employment support, ensuring even the most disadvantaged can access opportunities
In essence, you’ll empower lives through employment, skills, and self-reliance.
Key Responsibilities
Delivery and Leadership
- Lead, monitor, and report on a portfolio of ESTAR programmes, ensuring alignment with funder requirements and performance targets.
- Oversee Project Coordinators, ensuring high-quality, consistent delivery across all projects.
- Work closely with delivery partners, housing providers, and welfare services to improve access to support.

Partnership Development
- Collaborate with the Department for Work & Pensions (DWP) and local housing authorities to transition individuals into stable employment.
- Identify and support tailored interventions (e.g., confidence-building workshops, basic skills training, work placements, and professional qualifications).
Strategic Problem-Solving
- Analyse gaps in employment and skills provision for vulnerable cohorts and work with funders/providers to develop new schemes to address them.
Requirements
We’re looking for dynamic, results-driven professionals who can deliver in fast-paced environments. Ideal candidates will have:
- Demonstrable experience in:
- Portfolio management, with a proven track record of leading multi-project teams
- Line management, supporting staff development and effective coordination
- Complex stakeholders communication, presenting clarity even with technical audiences
- Subject-matter expertise in employment/social policy support, particularly for disadvantaged groups
- Strong data analysis skills to interpret and present performance insights
- The ability to prioritise competing demands while maintaining progress against objectives
Desired Experience
- Direct experience in local authority, charity, or people-centred social enterprise sectors
- A mix of frontline delivery and strategic planning roles
