Duty Incumbent – Deputy Chief Operating Officer

BPAS (British Pregnancy Advisory Service) is an independent healthcare charity that, for more than 55 years, has been advocating and caring for women and couples who decide to end a pregnancy. As the leading specialist in abortion advice and treatment in the UK, BPAS supports over 100,000 women annually across over 50 healthcare clinics nationwide.

We are at a point of significant organisational change—recently launching our new strategy, placing our people and patients at the heart of the organisation. Our vision is to create a society where women are trusted to make their own reproductive choices, with access to information and essential services.


About the Role

We are looking for an (Interim/Duty Incumbent) Deputy Chief Operating Officer (DCOO) to join our Senior Leadership Team during a pivotal period.

Responsibilities

As Deputy Chief Operating Officer, you will:

  • Shape and lead operational strategy—translating the organisation’s vision into effective delivery, ensuring alignment with business goals and transformation plans.
  • Drive service improvement—leading national healthcare delivery, securing highest standards of patient care and efficiency across clinics and resources.
  • Partner with Nursing, Midwifery, and Medical Leaders—fostering innovation, optimising care models and improving outcomes.
  • Support the Chief Operating Officer—working collaboratively to achieve workforce resilience, innovation and cost-efficiency.
  • Oversee major operational programmes—improving access, service quality, efficiency, and patient outcomes.
  • Manage high-impact projects—leading transformational change, balancing strategic vision with operational delivery.

Key Accountabilities

  • Operational Leadership – Deliver and enhance BPAS’s clinical services and processes.
  • Strategic Transformation – Collaborate with leaders to ensure readiness for future succession plans.
  • Financial & Resource Management – Oversee cost-effective service delivery, budgetary control, and change management.
  • Organisational Resilience – Strengthen National Operational Delivery Teams to meet demand for safe, high-quality care.
  • Relational Leadership – Advocate for BPAS as the leading voice in women’s health and abortion care.

Relevant Contexts

  • Leading a multi-site charity, particularly in regulated healthcare.
  • Delivering large-scale service change, aligning national services, staffing, and operational design.
  • Budgetary oversight, resource allocation, and clinical governance, working closely with NHS partners.
  • Transformational cross-team partnerships—collaborating with media, policy makers, influencing change during social and policy shifts.

Key Person Specification

Required Experience & Skills

  • Senior operational leadership in complex environments: non-profit, healthcare or health-related, ideally with guiding service-level strategic change.
  • ** grounded delivery of large-scale service transformation**, optimising cost and operations within change constraints.
  • Performance management expertise (KPIs, accountability, capacity planning) – constructing frameworks to improve efficiency without compromising quality or patient safety.
  • Experience working within fixed budgets and cost pressures, frequent efficiencies, and cost reductions without compromising service quality.
  • Governance, risk, and quality assurance understanding—compliant with UK/NI healthcare legislation, infection prevention and transmission, and equality & diversity principles.
  • Strong relationships with clinical and non-clinical teams, requiring exceptional teaching, coaching, and mentoring skills.
  • Influencing capability across professional silos to achieve strategic delivery, embedding continuous improvement.

Advantages

While experience in reproductive healthcare is advantageous, it is not mandatory.

  • Requires continuity during out-of-role periods of the Chief Operating Officer.
  • Personnel position is subject to a transitional contract and interim duty incumbent.

Additional Details

Work Location

  • Hybrid Model — Head Office, BPAS Orion House, Athena Drive, Tachbrook Park, Leamington Spa CV34 6RQ.
  • Remote work permitted on days not required in-office.

Salary & Benefits

  • **Salary Scale: £85,00 – £90,000 pa
  • 36-hour work week (Monday-Friday)
    • Paid breaks apply for shifts over 6 hours (30 mins unpaid per shift).
  • Annual Leave: 34 days, including bank holidays (pro-rata for part-time roles).
  • 14 paid optional days per year (full-time only).

Retainer Duties

  • Clinical leadership, clinical support, teaching, and learning.
  • Emergency/on-call will apply—9pm daily (Mon-Fri) and occasional weekend contact (approx. 4 times/year) as part of Senior Operational Team rotations.
  • Rotation policy and on-call hours are under review, ensuring fairness with workload impact considerations.
